Answer:
No, no, and no again. Do yourself a favor: Skip this and other "plated" ones, and get solid brass bolts. It's worth the extra cost.

I disagree. It is confusing. Order: Bolt, Rubber Washer, Upper Tank, Rubber Washer, Metal Washer, Nut, Lower Tank, Metal Washer, Nut. Although it still leaks on me.

The wording on the instructions for the kit seem to be correct but the picture is definitely for the BOWL TO FLOOR package, which is SKU 097, I think.
Also not clear is the fact that you attach a nut directly on the outside of the tank with no washer? (According to the package, which I re-read through, you put the rubber washer inside the tank and the first nut and metal washer outside the tank.) Then you use the second set of metal and rubber washers per bolt on the outside of the bowl? The Toto toilet I am replacing this on just used one rubber washer inside the tank, no nuts in the middle, and a metal washer and nut on the outside of the bowl.

Exactly as the situation I have; the gaskets are half as thick as the ones I have. Just hope that those steel washers will not corrode (hopefully stainless but doubt it by the kit price). By Char's directions the process seems logical as the thinner gaskets will give in when tightening at lower bowl flange if installing as the OEM did in our case. Seems like a case where selling like hardware would infringe the OEM rights and thereby an alternate method. As aforementioned, the procedure works as the gap between the tank and bowl is more than ample to allow the extra hardware. Read Less
