This heater is manufactured to operate on 120 volts, there are other models that will operate on 240 volts

This wall heater does not come with the surface frame, that is an accessory sold separately. The part number would be FFCSM

Fan does not seem to be blowing much air. Fan runs when turned on but must be about 3" away to feel the air move.

Answer: 
Ray, on the lower left front of this heater is the thermostat with a range of 45-85 degrees. Once you set the desired temperature the heater will cycle on and off as needed to maintain that setting.
