Answer: 
No, this does not have a thermostat mounted on it, however you can buy one separately.

This unit gives you the option of using either a thermostat mounted on the unit (sold at the store) or a wall mounted thermostat.

Answer: 
I don't know, I have 2 heaters in a sunroom and I thought the heating cost would be more. This has been a cold winter in Kansas City and it cost about $50.00 at 70 degree. But the reason I went with the heaters is they are quieter with the oil in side them. They do smell for a week or so.

The electric hydronic baseboard heater will cost about the same to operate as the electric version. The gains in the hydronic unit is COMFORT. While the oil in the element remains hot after the heater turns off, it continues to put of heat into the space. Helping to eliminate temperature swings between cycles. Both versions are 100% efficent.

Maximum surface temperature

Is the maximum temperature of this heater around 180 degrees F? This would be similar to a hot water system baseboard heater and I believe safer.

On top 92 degrees, heat coming out 172 degrees, inside 215 degrees.

Rated 4.0 out of 5.0 by Heating Problemings I have 2 of these heaters in my sunroom, the room is 16' x 14' and is 90% windows. The board heaters are quiet. The thermostat are set on 3, the temperature in the room is 70. The cost of running both heaters is about $50.00 this month and the temperatures outside were in the 20's and below every night. Rated 4.0 out of 5.0 by Shipped quickly, and for free, and works as expected Electrician installed the thermostat onto the unit, then he installed the unit itself. It works well. The electrician had said the coils are coated with a bit of oil so as to deter rusting, so that explains any minor smell at first, but it went away in a week. Overall, very pleased with this unit and accompanying thermostat. April 15, 2014
Rated 5.0 out of 5.0 by Great heater for the money. The heater was a replacement for a similar electric heater that was not functioning properly. As a beginner, I can tell you the instruction stunk. I researched the internet and found utube videos and Q&A's that helped walk me through the installation. Make sure that you have a tester to see if the line is hot and at what voltage.
