Answer:
My guess is most people don't want a shovel this tall heavy or tough, and if they wouldn't sell anymore of their more expensive name brand shovels.

Rated 4.9 out of 5 by 32 reviewers.
Rated 4.0 out of 5.0 by Good shovel, DULL EDGE!! I do a lot of planting and gardening. I wanted somethign heavy with a good edge. Here and on Fiskars web site it says the shovel has a sharpened edge but it DOES NOT! I returned the first one thinking they missed it but the secong came in the same way. The $10 shovel I bought last year has a better edhe than this does. There is not way to cut through any roots. So, I will gring an edge on it myself. August 16, 2016
Rated 5.0 out of 5.0 by Fiskars digging shovel This is a terrific shovel. It certainly lives up to it's 5-star rating. August 2, 2016
Rated 5.0 out of 5.0 by Shovel This is a great shovel. I would recommend it to anyone. July 19, 2016
Rated 4.0 out of 5.0 by One solid shovel Most of my shovels last only a few years and break. This one should last for its well constructed. Only draw back, for taller gardeners, the shovel length could use a few more inches to it. May 24, 2016
Rated 5.0 out of 5.0 by Strongest shovel I've ever used. Not much to say. It's a shovel, but a very strong shovel. A little bit more heavy than the fiberglass handle ones, but you you can pry a bolder out with this thing. May 31, 2016
Rated 3.0 out of 5.0 by GOOD PRODUCT THIS IS A WELL MADE SHOVEL, BUT IT'S WAY TO HEAVY. DIRT COLLECTS IN THE CAVITY WHERE HANDEL IS CONNECT TO BLADE, WHICH CAN BE A PAIN. February 10, 2016
Rated 5.0 out of 5.0 by Strong Shovel The shovel was bought for my son as a gift and was pleased with it, I purchased it because the one I have has held up well over the years, and it is made in the US. October 23, 2015
Rated 5.0 out of 5.0 by AMAZING! Back ground: I am 6'2" and a hefty 350lbs. I have been known to be very hard on shovels. I have literally snapped or bent more shovels than I can count. I have went through everything from Those flimsy $10 shovels to the $45 hard wood, or fiberglass, handled "name brand" shovels and they don't make it past one summer. With that said, this Fiskars TALL ALL STEEL shovel was the best purchase I have ever made! It took a little bit of time to get adjusted to the weight change and handle shape. Yes, its a little heavy but think of it as "a workout on top of a work out" :) I can literally put all my weight on it with no fear of breaking or bending! I used it to spade out 5 medium ever greens bushes (I previously wouldn't of even entertain the thought of relocating the bushes) and was able to go around the drip line and pop the root ball out of the ground by using the shovel as a lever, alone! the "rolling" of the root ball and bush up onto the trailer was aided by using the shovel as a stop so it would not roll back down hill. Price, in my opinion is great, Its priced same or cheaper than those so called "tough" fiberglass handled shovels and will last a great deal longer. I now own the matching D-handle drain spade (I have also been known to snap/bend spades) and plan on replacing my entire shovel line up as necessary with the coinciding Fiskars ALL STEEL shovels. I doubt I will ever need to use the lifetime warranty, but its nice to have :). October 7, 2015
