I just bought this model and found out that the master lock is not there.
How can I get it ? Do I pay for the lock or my local USPS will provide the lock?

Answer: 
The master lock is proprietary to the USPS who will install it for free. Once your mailbox is installed to proper USPS Specifications at your location, simply contact your local postal authorities who will install the lock and place the mailbox into service.

where can I order a plastic embossed nametag that fits the slot?

I've seen people who have their name properly printed/embossed on a thick plastic tag that is made to fit these annoying condo mailboxes that we are stuck with in most cities (let's upgrade this, people). Does Home depot sell or make these custom tags?

We couldn't agree with you more about upgrading from these vertical mailboxes which are decades old, to the more secure mailboxes of today! And because these vertical mailboxes are so old, unfortunately many accessories which were once readily available,such as the ID tags you reference, are no longer manufacturered. You will be given keys to unlock the individual mail compartments however the key to the USPS master lock which opens the entire compartment assembly is only granted to USPS employees.
