The float provides an upward force on the flapper valve that holds the flapper open until the water in the tank lowers enough to reduce the upward force. If the float is adjusted very close to the flapper, most of the water will be emptied from the tank. Answer: 
The float on the flapper chain helps the flapper stay open in a timed descent to allow the right amount of water to leave the tank. Flappers with floats are designed to work with the newer 1.6 gallon per flush toilets and not with the older toilets that predate 1994.

So I was looking for cheaper one, finally I found this one which is perfect fit. It took two minutes to replace original after 10 yrs. of use. If your toilet has a flapper with float then try this one! Its been 1 yr so far and I it is still working fine. July 3, 2015
