Answer: 
You use a hacksaw to hand-cut it down to size. But the "aluminum with vinyl bottom" is much easier to cut and holds up better than this one, so consider getting it instead. I wrote a review of it.

Yes this can be cut dowm to fit. A standard hacksaw works best.

Can I use this on an interior door that has a very short pile?

I have a door with about an inch gap under it and I'm trying to contain acrylic nail odor inside the room as to not disturb other office mates. Will this work on an interior door wth commercial grade low pile carpet?

Yes, this sweep can be used with short pile carpet but it will not seal against odors.

No you don't. Hold it up to door before installation an draw a line where you want it to sit on the door. Drill holes to match up. Screw it on. But don't get this one! Get the aluminum with solid vinyl sweep (brown); it's MUCH sturdier. I used both at the same time and this one is breaking apart around the screw holes.

You do not need to take off the door.
Measure and fit the sweep with the door closed.

I have it in white, where the brush is black. I don't know if it comes in any other color. It was 36 inches.

This brush door bottom sweep was the perfect solution for us: it covered the gap on the bottom of the door, and was flexible enough when the bottom of the door touched the tiles. August 15, 2015
Rated 1.0 out of 5.0 by Plastic just keeps breaking off around nail holes then slides out of place and cuts leg. I bought the "077578013831 E/O 1-5/8 in. x 36 in. Aluminum and Vinyl Door Bottom Brown" at the same time as this one, just over a year ago. The other is holding up so well I just ordered 4 more. The interior door this one WAS on is one that is being replaced by the other model. The plastic keeps breaking off around the nail holes; then nothing is holding it in place and it slips to the outside of the door. After it slipping out a couple of inches (enough to catch me ankle and scrape me) a few times, we just removed it. You can keep drilling holes in different areas to try to re-use it, but for $6.48 you can just get the aluminum one that is holding up very well. December 7, 2014

I remember I had this brush sweep before for a basement door. It has some give along the bottom so it does a lot better job keeping bugs and dust out. October 7, 2014

The door opened in on a floor that was added on to the original so there was not a lot of clearance room. This worked great. It sealed the door and still allowed it to open easily. July 22, 2014

Rated 5.0 out of 5.0 by Did the trick I have 2 doors where the external area that the door opens out to is uneven and with a solid rubber sweep, the door can't properly open. If you adjust the sweep so that it does, then it leaves an opening under the door when it's closed. The brush sweep eliminated the problem because the brushes can easily move on the uneven areas and still remain flush to the ground when the door is closed. July 16, 2013
