Yes you do. One can make a concrete slab or they can be purchased. Also the generator should be bolted to the slab.

I cannot find, in the installation manual, where hot water tank installation is addressed. 220 volt power is typically supplied by 10-2 w/ground. The cable does not carry a neutral.

Answer: 
I can now answer my own question. My generator arrived with the 50A high voltage module (model number 71051). It can be used i.e. for an electric range/oven, aux/emergency electric heat coils on a heat pump, or electric water heater.
I will have to order the dual low voltage module (model number 71053) to control the thermostat circuits of my split central air conditioner system.

Rated 5.0 out of 5.0 by Very happy with my GE 20 KW Generator It is so nice when products actually do what they advertise they will. I have a 12 KW gasoline powered generator that has worked ok for the past four years. It powered my entire winter loads fine but not the AC loads in the summer. I started thinking about a whole house generator some months ago and settled on the GE and one other brand. I went with the GE because if it’s superior warranty and I could get it in a few weeks in lieu of a few months. The remainders of the comparison points were the same for both units. I also ordered some load sharing modules for my heavier loads like ACs and hot water heaters. I received the unit in just a few weeks. I had elected to pour a small concrete pad to put the generator on while waiting for it. We used the pipe as suggested to lift it and four men put it up on the pad. I had a plumbing firm run another line from my existing gas meter to the generator. The gas company also had to install a larger regulator to supply the extra load. I had an electrician install the transfer switch. The cost of the electrical and plumbing work/materials almost equaled the cost of the generator - so keep that in mind if you are considering one of these units. The plumber finished first. We set the regulator at the generator and then turned on all heat in the home and started the generator. With no load the gas pressure stayed exactly in the middle of what the GC installation manual specified. The generator runs very slightly rough when under no-load conditions but GE tech support said this was normal and would go away after a break-in period. My home is 3500 square feet and has eight tons of AC (three units). After the electrician completed his work we ran load tests. I have not installed any of the load shedding modules yet so I adjusted the loads manually. I had most loads in the home on except the ACs. I performed the startup procedure per the manual and the generator came up perfectly. I turned on one of the 3-ton ACs and the generator NEVER EVEN missed a lick. The gas pressure was also constant at 6" H2O. I was pulling about 40 amps and 27 amps on each phase respectively. I turned on the second 3-ton AC and it was barely noticeable to the generator. The generator runs very smoothly with even the slightest load on it. Now my current was in excess of 40 amps and 38 amps on each phase respectively. I let it run like this for an hour and it just purred along. The gas pressure still remained at 6" H2O. The voltage and frequency were exactly on. I have had the unit for about two months now and it has been on-line for over a month. It is located right outside my office in my home and is very quiet when it does its weekly test run - quieter than my riding lawnmower. I am going to install the load modules soon. I took many pictures and recorded gas pressure, frequency, voltage, and current through this whole process. I had only one occasion to call the tech support people and they were very nice and knowledgeable about the product. I highly recommend this product and I am happy that the Home Depot carried it. Rated 5.0 out of 5.0 by Neat appearance I called Mr Sparky and made an appointment. Mr Chad Blanton came out in a few days to discuss my gen needs. We came to a solution and he and Mr Dallas came back in few days for the installation. These two guys were very efficient and done a very professional job. They even replanted a flower that was in the way during installation. I was very pleased with their service and how neat and respectful they were when they replanted my flower. Mr Blanton came back after gas was installed and started the gen up. He was very helpful and explained things that I needed to know. These two guys were very curtious and professional August 7, 2015
Rated 3.0 out of 5.0 by Must be 5 Feet From House In Baltimore, MD the county requires it to be 5 feet away from house no matter what the manual says. The generator does not certain stickers / certifications that others have which can be closer to the house. GE Standby Generators 20KW are not the preferred generator manufactory by contractors. Where I put my generator is on a brick wall with No Windows! Also I understand that the generator has to be downgraded to a 18KW Setting with Dip Switches due to it running on Natural Gas. Rated 5.0 out of 5.0 by Excellent GE Generator This is the second 20KW GE generator that we have installed. The first one was at our ranch in 2009. Excellent machine with no problems. It was installed by a generator sales contractor. The current one installed is the one purchased from The Home Depot. Purchased this one and had it installed by an electrician/plumber.......this saved me a minimum of $3000. Very good service from Home Depot! Generator was delivered on time. Delivered by a very professional less than truckload company. This was a money saving and very good experience from Home Depot. This newer model has many improved features from the 2009 original model. You cannot go wrong with this 20KW GE generator and the price Home Depot offers. I hope this helps! October 20, 2015
Rated 5.0 out of 5.0 by Great Peace of mind and best value I bought my GE generator to replace a generac that I had nothing but problems it was the best thing I did ! 1- better warranty 2-better sound and more quiet 3-cold weather kit was easy and not expensive as generac and easier to install 4-had its own pad that was not cheap 5- bought the home link so I now know what my generator and power is doing at anytime 6-has a remote monitor also so I know inside the house if there is a problem since I replaced the Generac this unit has been so reliable and never failed to start or work great product best warranty and the best peace of mind I could have from a company with over 100 years of knowledge and reliability February 24, 2015
Rated 5.0 out of 5.0 by A superb solution for larger homes I have split 400 amp electric service and wanted to purchase a standby generator that could accommodate that load. The 20,000 Watt GE Symphany was the only generator that could do this at an affordable cost. The dual-transfer switches solved the first problem and I purchased 5 modules to handle the high wattage appliances in my home (3 AC compressors, a SPA and an oven). I really have to compliment the installed (Doug Dorrman of Dorrman Electric). He took care of everything from permits, to plumbing to being present at the inspections. He worked outside when it was 10 below zero and had us up and running quickly. His work was meticulous. February 23, 2014
Rated 2.0 out of 5.0 by Constant engine problems I have not had the generator for a year yet. It always ran rough, then during a blizzard last February it ran for 17 hours and quit.  Luckily the power was back on about an hour after that.  Now it will not run.. The installer has replaced the circuit board twice.  Since it is now almost November and I will have to have the whole thing disconnected for construction of a garage, I may not have it at all if there is a big storm in the next two months.  I am thinking perhaps it is a lemon, or I should have chosen another brand. If I am without power I will have to leave my house, this is why I paid SOOO much to have a 20Kw whole house generator installed.    October 27, 2013
