I think you are asking if this is a "real" black light or if it's something like the small incandescent bulbs with a dark purple filter.
There are two types of lamp that are called black lights. One is based on fluorescent light technology and the other is based on incandescent light technology.
The fluorescent type looks like a long tube (like this item) or possibly a circline type fluorescent or a compact fluorescent lamp (the twisty ones that screw into a light socket meant for an incandescent lamp).
the incandescent ones look like a regular light bulb with a dark purple filter.
The fluorescent type (this item) use an internal electrical discharge through a vapor (usually containing some mercury). This discharge creates UV light - short and long wave. The short wave you usually don't want to escape the tube - it's hazardous. The long wave is the black light you want. Some visible light is also made, and the dark purple glass tube keeps this from escaping for the most part. Most black lights of this type also have a coating on the inside of the glass tube that absorbs short wave UV (that you don't want) and emits long wave UV (that you do want). The result is that the bulb emits a lot of long-wave UV, the stuff that makes things glow but is safe to view (you will read that long wave UV is hazardous as well, but that's from the same people who brought us tool instruction manuals that contain one page of instructions after 30 pages of safety warnings - though it is unwise to just stare at the bulb since there's a lot of emission that you can't see and it's brighter than it looks).
The incandescent type are just regular light bulbs with a dark purple filter. That filter might pass the long-wave UV you want - if it was present in the first place - which it pretty much is not. what comes out of this type of bulb is a miniscule amount of long wave UV (black light) and a visible amount of dark purple light, which can cause some things to glow but not nearly as many as real UV can, and a lot of heat.
This item is a "real" black light. Before they became popular, they had a lot of technical uses and still do. they were called Wood's lights.
High-intensity discharge lamps based on mercury (old-fashioned street lights) internally emit a lot of UV - they're like fluorescent lights only concentrated and high-powered in some respects. You can buy these with the dark purple envelopes and use them as high-power black lights. They aren't so popular in the US but European discos use them.
Prices for these, by the way, have recently dropped drastically. Read Less

Answer:
My $.02 is that I just now broke a copy of this item while reinstalling the fixture, and I am here because I'm making sure they still have it before doing a Home Depot trip.
I am 99% sure this is an actual black light (UV only except a little deep purple).
