Can it be used outside in a covered fixture?

I don't see why not. As long as it doesn't get wet inside the fixture by driving rains or something like the kids filling water into the glass cover with goldfish swimming around. Reasonable care stuff, you know.
I am not a electrical expert by any stretch but I would use these bulbs in our outdoor lighting fixture without losing any sleep or without worries as long as the fixture is in good physical Read More

Typically, incandescent bulbs are not affected much by heat or cold but CFL and LED bulbs have less temperature range which is what I have seen as the main problem. But now, they are using LED bulbs in cars now so maybe that too is changing with technology.
It says on the packaging of this GE 89948 bulb, "Min starting temp is -20 degrees C". That is -4 degrees Fairenheit. I keep the house cool. But to me, I would think that would mean outside is ok.

I see the tip of the bulb isn't frosted like the rest - does that create an extra bright spot? Is that strange?

Rated 5.0 out of 5.0 by Saving a ton - Not counting pennies so much when the lights are on. Bought these bulbs back in June in order to replace the eight 40 watt incandescent bulbs in our dining room chandelier. At 320 watts for this fixture, this room would get plenty hot especially when full of family and friends. Since I pay the electric, the penny pincher in me always come out once the room thinned out and I would would corral the stragglers to the other room after dinner. Cheap, HUH!!! Now with these eight GE LED bulbs, it works out to be about 36 watts instead. No noticeable change in the brightness with these LED bulbs.. Dimming works very nice. The room is 16' by 14 ' with a red carpet and rose colored wallpaper with a dark table and dining room furniture. It can feel dark without the full 320 watts of lighting. Everyone notices the room to be much cooler than had been the case previously and no one has complained about the brightness or the lighting color. A frosted bulb at a warm white 2700 color temperature and 300 lumens is a good choice in a room like our dining room as these bulbs do not feel like a bright white light but more like the frosted incandescent bulb we replaced. I consider it an investment and my electric bill has gone way down since I've made the switch over for most of our house to LED lighting. I have no interest in this brand of LED bulbs. I am just quite happy with the results and the savings, So today, I went and looked up the model I had bought back in June to match the lots, GE89948, I did this review just as I bought 20 + more today from Home Depot today to replace the next round of candelabra bulbs still waiting to be replaced in a kitchen fixture and all ceiling fans in our bedrooms.
