I had the same issue before speaking with Felicia and Len at the Home Depot help desk. Afterwards, I felt like such an idiot. They agreed the instructions are a bit lacking on this subject. What you do is as follows:
Take out the screw holding the wall plate in place.
You can leave the wall plate on or not, your choice.
Screw the surge protector screw into the now empty wall plate screw hole via the
