The replacement filter label does say that it is manufactored for GE in Kentucky. For what that is worth.

Parts suppliers can and do change from time to time because GE continues to seek the most efficient suppliers to produce quality parts. It is important to GE that our parts are well made and meet GE specifications. To ensure the parts meet our standards GE offers a warranty on all parts.
I hope this information is helpful.

Hello Lindsay,
The O-ring does not come with the filter FXSVC. It does have black seals at the top and the bottom but those do not seal the canister/sump. If you are needing the sump o-rings, you would need to purchase them seperately through Home Depot Parts department.
