I"m assuming it will since that is my application for a video game as well, it says F17T8 which is very close and F15T8 is lower wattage so should handle it no problem.

it has no wiring diagram and does it need a starter?

Dear Valued Home Depot Customer, We reached out to the MFG for more information and below is their response.
"The wiring diagram is below and yes this ballast requires a starter. If in doubt, the customer should consult with a qualified electrician.

Hi Marcy,
Thank you for your question.
The MFG , did confirm that For part #68186, there are two black wires, and since it is just a single winding, either wire could be used as the input or output.
