No, it does not. The glass cooktop goes all the way to the end and "floats" a few mm above the counter (on foam tape).

model # PP989DNBB.
The black model does not have any trim (stainless steel) around the glass cooktop.
The stainless steel model, PP989SNSS does have stainless steel trim around the black
glass of the cooktop.

Answer: 
That is correct - it does not come with them. However, it is heavy enough to stay firmly in place without them. Cooktops generally stay in place because of gravity, not because they are screwed in.

I would recommend to view the Installation Instructions. Brackets are not provided with the cooktop but are optional. Foam gasket tape is included with the cooktop.
To order the optnal installation brackets / thumbscrews, please contact the Home Depot Parts department at 1-877-650-2121.

Answer: 
No you need at least 18 inches of clearance below this cooktop. If you look at the picture I posted in my review, you can see that the downdraft extends quite a bit into the cabinet.

And while it does have a downdraft, there are drawbacks to its design: spills can drip into the downdraft quite easily (there is no lip) and the downdraft fan is huge and is a pain to fit into an existing counter installation. The plastic control knobs feel cheap and do not turn very well. Fine cooktop, but for its price-point, I would expect a more polished product. December 27, 2012
Rated 2.0 out of 5.0 by Disappointed in Durability I purchased this cooktop as I needed an electric one with a downdraft. The selection is few and this appliance had the best rating. My husband and I installed this cooktop ourselves. It was cubersome but not impossible. As other reviewers have noted, not all necessary parts come with the unit as part of the package. We did have to buy parts to connect the electrical. Luckily, Home Depot does not carry the GE package that the manual suggested since it was over $100. We put together our own kit from assorted parts and it cost us about $20. The cooktop looks beautiful. It heats quickly and evenly and the exhaust fan works very well. BUT, the glass top is a nightmare to clean and protect. The first time cooking pancakes, some batter dropped on the surface and hardened. I followed the instructions on the cleaning cream to remove the batter using the plastic scrubber. The batter came off but also left a scratch mark on the glass from using the plastic scrubber. After each use, I must wipe down the cooktop and then spend a few minutes vigorously polishing the glass to be free of streaks. I then purchased a new set of cookware (nonstick from T-Fal, NOT FOR GLASS) and the bottom of the frying pan left permanent scratches on the burner after one use. This cooktop is like i-phone glass screens. Easily damaged, hard to keep clean and seem bound for replacement every 5 years. Why can't they make a cooktop out of a durable material that can stand up to a little wear? Very disappointed that my beautiful cooktop turned into an ugly ducking after only one week. Before buying this one, I looked at reviews and the only negative ones I saw involved keeping it clean. I was a bit cocky thinking the reviewers just did not know the proper care of a smooth top. I was wrong. This has been the hardest to clean one that I have ever owned. We did learn that the only way to get streaks off is with Windex. It is also very hard to clean around the knobs. Otherwise it heats quickly and we love all other features. January 2, 2016

Rated 3.0 out of 5.0 by Mixed opinions The cooktop works very well, in general, except the part the bridge knob connects to broke down inside the cooktop. I was told this part was VERY expensive relative to how much I use the bridge, so I am living without. The downdraft mechanism is powerful enough to do the job, so I'm happy with that. My major complaint is keeping it clean - even if you pop the knobs off, the posts are still in the way, and it's virtually impossible to clean around them properly. I would recommend getting a knobless cooktop instead. Also, it is very difficult to get the cover to the downdraft clean, even though it's removable. The black painted surface attracts grease which is difficult to get to between the louvers. December 28, 2010
Rated 5.0 out of 5.0 by Easy to clean! This replaced a very old high end downdraft cooktop and it fit perfectly into the old spot. I love all the features and sizes of the burners. It is much easier to clean than the older model I had. After it cools off, I just use a soapy dish cloth to get most of the mess off, then I use the glass cook top cleaner as directed. It takes just minutes. If there is a hard textured burn or spill, then I first use a razor blade to scrape off the spill, then I use the glass cook top cleaner. The only disadvantage is that its hard to read the settings on each knob. I have to get out my reading glasses for that. August 4, 2015
