Can you connect 2 lines on each pole?

That is generally not under electrical code. The term is "double tap" (2 wires under the same terminal on a breaker). There is a work around though. Use short "pigtail" wires from the breaker then splice the other two wires to that with a appropriate wire nut up inside the panel.

The neutral wire should not be attached to this circuit breaker. If you have a neutral wire it will attach to the neutral bar in the panel.

I'm installing my own whole-house surge suppressor and need to pick up a GE breaker The store shows two, a 1 inch THQL 2120 and a 2 inch THQP 220. Are both rated 220v or is the 2120 not Thanks for your guidance

2120 is a single pole breaker. You will likely need a 220 or 2 pole breaker to feed your surge suppressor. That can be confirmed from the surge suppressor instructions. Look for the connection to the panel. If it shows two black wires and one white then you need the 2 pole breaker.

It should fit but double check the label in your panel for acceptable model breakers.
