In my case, there was no internal filter. I installed an exterior filter on my GE side by side. Hung it on the wall behind the fridge. Good luck.

The GE Lead and Cyst Quick-Change Refrigerator and System Filter Model # GXRLQR does not go inside a side by side refrigerator. It is compatible with most refrigerators without built-in filtration by installing in existing external refrigerator water line.
Some side by side models do offer the Smartwater filter that is located inside the refrigerator.

The GE Lead and Cyst Quick-Change Refrigerator and System Filter Model # GXRLQR does not go inside a side by side refrigerator. It is compatible with most refrigerators without built-in filtration by installing in existing external refrigerator water line.
Some side by side models do offer the Smartwater filter that is located inside the refrigerator.
The water filter cartridge location may vary by model. The majority of water filters are found in the back upper right corner of the refrigerator compartment. The SmartWater Filtration Systems used in GE refrigerators filter both ice and water. The carbon block filters (MWF/GWF/HWF & GSWF/MSWF) reduce chlorine, odor, lead, cysts and improve taste.

Low water flow after replacing filter

I have this filter under my sink and the water comes out of a spigot that sits next to the kitchen faucet. The water flow was fine until I replaced the old filter with the new filter. Now the water flow is really minimal. What might be the problem?

Answer: 
The tabs on the base that retain & set the filter may be worn. This does not allow the filter to fully open the internal valve. Check by manually turning the filter while operating the water dispenser (2 people may be required). If this is the case the base will need to be replaced.

This is Michelle with GE Appliances and I am happy to help. If you haven't done so already, we recommend checking the installation by uninstalling the filter and reattach plumbing without filter in place. Check water flow to see if normal. If it is, then re-install filter to test again. If still slow water flow, we must recommend replacing filter. Thank you for checking.

Did you turn the water back on to the full amount? Do you have a clogged whole house filter?
Did the little water feed tube get pinched? Maybe it did if you pushed the frig. back to far against the .

I have the GE Smartwater under sink dual filtration system and it requires two filters. Amazon sells the same product for the same price (as of 12/2015) but as a two pack. Is this product priced for a single filter replacement?

Installation was a snap and I like the ease of installing new filters when needed. GE seems to be a good reliable brand so I went with it. Filters install with a nice quarter turn lock and virtually no water mess - don't even have to shut off water to change the filter! Went to go purchase a replacement filter, again at the local HD where I purchased the original system and they've completely overhauled their water filter offerings, pushing their in house HDX brand instead and zero stock of these anymore. Was forced to find replacement cartridges online. Kind of a hassle seeing as I needed the filter that day. Ended up buying 2 years worth online so I could avoid this scenario for awhile. What's the point of having a local store if you're forced to purchase replacement parts online? Next time I'll just go "online" all together and skip the local retail completely for any future needs. Probably will end up at Lowes or another "online" store since HD just opened the door to others. Silly... October 18, 2016
