Answer: 
No - always remove the old silicone/caulking before starting. Sharp razor blade does the trick.

I don't think so, neither the specifications or the msds mention latex, specification says 100% silicone.

Rated 1.0 out of 5.0 by DO NOT USE!!!! If I could give ZERO stars I would. Stay away from this. I've caulked a lot of stuff in my life and on a new tub I thought I'd give this a try. It was a disaster. The chemical cured way too fast. Like in the 4 minutes it took me to apply the tube, the starting point had become too tacky to even smooth over. Maybe GE is over-compensating for the non-drying issue other posters commented on. Either way, this job that should have been easy will now take me extra hours of cleaning and scraping to get back to a point of doing it over. What a waste. June 13, 2016

Rated 5.0 out of 5.0 by Great stuff- pro tip below This is the best silicone you can use in your bath/shower area. It will never mold if you install correctly and don't have wide thick bands of extra silicone protruding out from the corners. This is where mold growth starts. Follow the tip below for a flawless job: Pro tip - cut off the tip of the tube with a sharp razor at an angle - never use the built in cutter on the caulk gun. Make sure the hole isn't too big when cutting. Apply your bead with slow steady pressure - don't overload your corners. Before smoothing, spray an ammonia free window cleaner over the top of your fresh bead and surrounding area. Also put some window cleaner on your finger. Run your finger down the joint with light pressure and clean your finger with a rag to remove excess silicone frequently. You'll be amazed at how well this trick works. The window cleaner does not harm the product. Once your done, let the excess cleaner dry on its own. Don't try to wipe off - you'll ruin your work. I've been using this trick forever - learned from a pro storefront window installer years back. March 14, 2016
