The Garden Safe Brand 24 fl. oz. Ready-to-Use Insecticidal Soap provides a pest-control solution for people who are concerned about using synthetic chemicals in their gardens. I don't want this product to kill any hapless good bug, such as a bee, after the spray dries.

Answer: 
Insecticidal soaps work only on direct contact with the pests. There is no residual insecticidal activity once the spray has dried.
I use this product specifically so I don't harm monarch caterpillars, pollinating insects and hummingbirds that feed on my plants.

I applied it during the middle of the summer (after the bugs munched away at our basil). The petals regrew, and the bugs never came back. I believe my problem was aphids. So what you experience may be different, but this product worked well for us.

Hi Becky. There isn't any residual control with this product -- it's a contact insect killer that must be sprayed directly on garden pests. It will not harm bees or other beneficials.

The tree seems to have overwintered, but in other years, spider mites etc. have caused similar trees to die in the spring.
If the above-mentioned product won't work, what will?

Answer: 
As with any insecticide, read the label first. As long as you can see the insects, you should be able to kill them with the soap.

Sure, you can use Garden Safe Brand Insecticidal Soap Insect Killer inside or outside, and it's fine to use on your ornamental tree. Spray weekly or biweekly, wetting all plan surfaces.

Jim, you probably should check out the Hawaii Department of Agriculture website address to find out more about why your state restricts the sale of this insecticidal soap:

I would have to speculate that perhaps the manufacturer did not want to submit the product for evaluation for sale in Hawaii perhaps due to the limited market and the shipping costs getting it Read More

I would have to speculate that perhaps the manufacturer did not want to submit the product for evaluation for sale in Hawaii perhaps due to the limited market and the shipping costs getting it there. Then again, perhaps there is one chemical (or more) in the product that is on their list of prohibited chemicals. However, on the bright side, you can Google information about making your own treatment for various pests in Hawaii:

Rated 5.0 out of 5.0 by Safe Way to Get Rid of Garden Pests I use insecticidal soap as a nontoxic way to control aphids and scale in my garden without harming beneficial insects such as monarch butterfly caterpillars. The soap kills the unwanted bugs on contact and then quickly and harmlessly dries up. As long as you get an adequate amount of soap on the bugs, it appears to kill all of them. I’ve never timed how fast the kill is, but the bugs I spray one day are dead the next day, and are often dried up by then as well. Trigger pump provides a spray or a stream. I prefer to use the stream setting so I only hit the infested area. Always make sure to spray both the tops and bottoms of the leaves. If you use a lot of this, you can save money by buying insecticidal soap concentrate here on HomeDepot.com May 29, 2016

Unfortunately, it has returned on other bushes so I am using it again with great anticipation. Spray directly from bottle directly on powdery mildew and other insects, i.e., aphids, mealybugs, mites, leafhoppers, psyllids, scale, thrips, whiteflies, earwigs, grasshoppers, lacebugs and more. It is for use on vegetables, fruit trees, ornamentals, shrubs, flowers & gardens. For indoor, outdoor, and greenhouse use. March 20, 2016

I have to be careful what I use on my edible plants as I don't wan to poison their fruit! I'm using this in combination with beetle bags to try and combat the threat to my front garden. Rated 5.0 out of 5.0 by One application took care of my bug problem (probably aphids) This was very effective with our basil that was getting eaten up by what I suspect to be aphids (never saw them). Just one thorough application seem to have gotten rid of all of them. I can only recommend that the sprayer would distribute the liquid wider than narrow. It sprays out with a narrow heavy concentration - I'm sure it is more effective for specific areas, but I wondered if it was overkill. But just to ensure I got rid of the bugs, I drenched much of all the petals with several sprays per plant. October 10, 2015
