I had two of these already in my shop. I purchased them many years ago and had only used one of them. Recently, I started doing more work in my shop and assembled the second base and put it to use. I realized how simple and well built this base is. I researched mobile bases and didn't see anything I liked better, so I ordered three more from HD. I haven't assembled one yet, but I assume they are identical since they are the same make and model.
Note that these arrive as a kit of individual parts. We have to assemble it from scratch. There are four corners, four long angle irons, four short angle irons, two fixed wheels, two swivel casters, two caster controls and a lot of nuts and bolts.
The mix of short and long angle irons allows us to mix and match them to achieve various geometries.
It is helpful to think the assembly though before diving into it. There are some pieces that require assembly in a specific order to avoid extra steps. As usual, loose fit things together before tightening things down all the way.
When complete, these are strong, functional and nice looking.

I have this base and the newer Rikon base. Also looked carefully at the HTC base in the store. The General is the one to get if you can find it.
The HTC has plastic levers, probably they are OK but they look flimsy and some people report them breaking online. The Rikon has aluminum levers, but you have to lift them to raise the tool, an awkward movement for your foot.
The general is all steel (except for the wheels) and the lifting action is accomplished by pushing down on the steel paddles, very easy. Assembly is as straightforward as it can be - all of these universal bases are mostly like erector sets with lots and lots of screws.
Only con is that the adjustable height range is rather limited because the lifting action is only perhaps 1/2 inch. This is not a problem but you have to be a little careful to make sure that you keep the two within that range as you adjust for leveling.
Overall the best of the lot, get it if you can.
