Answer: 
I am not sure what material but it is flat. They were absolutely horrible. I purchased 10 and every single one of them worthless after one summer season in the garden - they had huge holes. Someone posted that they got them to last longer by using a reducer. I would not buy them.

If the soaker malfunctions do I need to return it to Home Depot or Manufacturer? And if I need to ship the malfunction soaker to manufacturer who is going to be responsible for shipping and handling?

It says flat black which I have found means holes every six inches. They need to be closer like the soaker hoses of 50 years ago.

This type of hose is used mainly for putting around foundations to keep the soil moist during droughts to help prevent foundations from cracking, and also in flower beds and vegetable gardens to make watering easier. No, this hose is a soaker hose, and the water seeps slowly out in the ground, it doesn't spray, so this type of hose wouldn't be good for watering large areas, like a lawn. This type of hose is used mainly for putting around foundations to keep the soil moist during droughts to help prevent foundations from cracking, and also in flower beds and vegetable gardens to make watering easier. You can snake it around in your garden rows, and leave it in place all growing season, and hook it up to a regular hose on a timer, or turn the water on for a period of time each day to water your plants. The water goes directly into the ground, so less water is wasted due to evaporation.
They're really flexible, so you can curve them where you need to, but, since they're so flexible, that also makes them tangle and twist easily, so you won't want to be moving these a lot, so you can leave them in place all growing season, and you won't even see them, they'll be hidden by the foliage. Also, you don't use this hose with full water pressure, you turn the water on just until you start to see water seeping out, and leave it there.
These hoses work great, if used in the right applications. Read Less

Rated 5.0 out of 5.0 by Very helpful during the drought! I bought 2 of these drip hoses during the drought this summer to help save our gardens. The hoses are very flexible and I was able to weave them along the roots of the plants and bushes in two different locations. I left them there and then just hooked up our regular hose to water for a couple of hours. These hoses just drip water out right where you need it- along the roots. The water does not get wasted on the sidewalk or up on the leaves, etc. I loved that I could leave it in the garden and just hooked up my regular hose when I needed to water. I left both of the hoses in the gardens, but you really can't see them. I highly recommend this technique for anyone who dislikes the use of a sprinkler. August 24, 2016

You have to be careful not to open the faucet very far since it needs only a little pressure to get it to work right. If you use too much pressure, you might cause the hose to burst or leak. Rated 2.0 out of 5.0 by Very disappointing As an irrigating system in a small vegetable garden, the ability to change the configuration of the hoses easily and their flexibility in navigating tight turns was very good. The positive aspects of their design was entirely offset by their extremely poor construction. Of the eight hoses I purchased, four sprang leaks within the first season. In addition, it was very problematic to try to return them to Home Depot despite being under warrantee. As they no longer carried them in the store, I was unable to return or exchange them. Rated 1.0 out of 5.0 by Bad product I am on my second go around with these hoses only because when I bought them there was a lifetime guarantee and Home Depot did replace them. It says right on the package lifetime so we will see what HomeDepot does this time. I would not ever use them again if they were not replacing them. It is a pain in the neck to put them in place around the plants and then turn it on and there are leaks everywhere. This time I tested them before putting them in place and all three had a major problem. June 7, 2016

It's made of fabric, so it will not last as long as hoses made of rubber or plastic, but that's less important to me. The cost was less than $10, so I can afford replacements after about 3-4 years.
