Answer: 
The hose ends do rotate independently of the hose itself. This is to make connections easier by allowing the hose to remain stationary while the ends are screwed together. I hope this helps

The hose itself is corrugated which helps in keeping the hose straight. No, both ends of the hose are fixed due to one simple reason, the more swivels and moves a hose makes the larger the chance for leakage. the metal corrugated line helps in your ability to keep the hose knot free.

THE HOSE ON MY MOSE HAS A CRACK IN IN AND I NEED A REPLACEMENT AND THE MOEN IS ONLY 59" LONG THIS LONGER LENGTH WILL BE SO MUCH BETTER! WE ARE HOPING THE FITTING ARE KINDA OF A STANDARD SIZE. THANKS!

yes, it should work but look at the fittings carefully. I would also advise bring in your old hose with handheld shower to be certain. One consideration should be if the fitting can be tightened enough without bottoming out.

I replaced my Waterpik hose with it. I am not sure if this fits Moen, but you cannot expect the quality any where near Moen with this.

Metal. A snug tightening is all that is needed. You don't need to 'torq' it down. It seals well with just a snug tighten.

They are not plastic, but if you are replacing the hose that came with 'Waterpik', you will find this definitely short and you may have to use a players to tighten it all the way to avoid water leak.
