Answer: 
Probably the flat seal at bottom has developed bumps (i.e. Water zits)… Take the seal off, lay on flat surface and poke a needle in the top of each bump… Squeeze like a pimple and water will come out.. That's right water. Once you have drained all the bumps, the seal will be smooth and ready to reuse.

The flapper valve is probably warped. Easy to fix, but difficult to get a new flapper valve, since many (most? all?) stores don't carry them. They appear to have once been available online (model # A2417), but have been out of stock for months. But the toilet is under a 10 year warrantee, so if you call 1-800-831-8383, they will send you a new gasket free of charge.

The flapper valve is probably warped. Easy to fix, but difficult to get a new flapper valve, since many (most? all?) stores don't carry them. They appear to have once been available online (model # A2417), but have been out of stock for months. But the toilet is under a 10 year warrantee, so if you call 1-800-831-8383, they will send you a new gasket free of charge.
To fix the valve, remove the top of the toilet tank, grab the top of the tower assembly in the center of the tank, give it a quarter turn counterclockwise until it releases, and pull the whole assembly up and out of the tank. It should come out easily, so if yours doesn't, wiggle it back and forth (first counterclockwise, then clockwise) until it lets loose.
Turn the assembly upside down and you'll see a soft, white gasket at the bottom (the culprit that's causing the leak). The gasket is pliable, so pull on one side until the center hole of the gasket appears. Pull the center hole around the flange in the middle until it's free. The new gasket goes on the same way.
Unfortunately, my replacement gasket had a slightly larger center hole than the original, making it easier to replace, but allowing it to shift from center, which alas, will cause it to leak again. So be careful to position the gasket dead center, or it will leak around the edges. If (when) it does start leaking again, pull the assembly and re-center the gasket. I've had to do this several times since I received my replacement gasket a couple months ago. Poor engineering on Glacier Bay's part to try to skimp on the gasket size. Read Less

If it's a dual flush toilet you need only replace the flush valve seal, if it's an old style regular toilet you need to replace the flapper valve.

Home Depot does not have any in-stock in store or online. Does anyone know where else this can be purchased or if there is an off brand comparable? We have three of these toilets in our home and I'm wanting to have to purchase all new toilets just because of a valve seal not being able to be purchased.

Rated 5.0 out of 5.0 by Replace bumpy seal? The silicon seals that come with some dual flush are soft and develop bumps (possibly from bleach tabs) however they are not ruined. Take a needle a poke a small hole in the top of the bump and water will come out.. That's right water. After you have let all the water from the bumps it should be flat again and work fine... I finally noticed the original deal on BOTH of my toilets had swelled up in a small area causing water to leak in due to a lack in seal. I have tried twice to find the right part as my daughter had purchased this taller commode for me as I have a bad back. This part started having bubbles appear and was causing the tank to leak. I tried everywhere to find one to fit and could not. Called plumber and he told me I would have to replace the commode as you did not make a replacement. I am on Social Security and this was not in my budget. Home Depot told me that they did not carry this part. It is a flush valve seal with the outside demention of 31/2" and inside is 2".
