Answer: 
Yes they can. Use 2 per joist 1/4-1/2" from edge. Pre drill abutting end cuts and at walls. NAIL top should run parallel to grain. Otherwise it creates a wedge which will split the wood. You would need approximately 20 nails if 16" on center per 10' of board.
