No, you buy them separate depending on how you want to mount them: inside, outside flush, or 3" outside standoff.

Is this solid wrought iron, hollow tube steel or what?

They are hollow tube steel, except for the solid brackets that slide into them. Since this is where the bad guys would want to cut, this makes it much harder. Kind of an ingenious design. These are not heavy duty bars, but more for discouragement. The bad guys want to get in fast and easy before being spotted or heard by the neighbors, and these are adequate for that purpose. Any kind of bars can be defeated given enough time and with nobody else around to hear the noise. They could use a car jack and create an opening large enough to enter if they really want in.

Rated 4 out of 5 by from Affordable discouragement to crime. First of all, this is more for discouraging the bad guys, the ones that need to get in quick before being spotted or heard by the neighbors. If they have to spend too much time or make too much noise, they will look for an easier target. I'm a heavy sleeper and did not want to leave my windows open all night because it would be so easy for intruders to get in without waking me up, so now they can't do that, and hopefully, when I'm not home, will see the bars and try elsewhere. While not heavy duty, they do the job, look fairly nice, and are extremely affordable. Easy to install if you mount them outside, but I wanted them inside so it took some extra effort as I had to cut a half-inch off each side to make them fit my 30 inch window frame using the brackets. You don't really need that overpriced one-way driver that everyone says is kind of worthless. I used a regular screwdriver at first, then a 5/8th socket. Slip it over the head at an angle and as you line it up it will grab the sides of the head and screw it in. You should use the socket wrench instead of a drill for this. Also works for removing one-way screws once you can get the socket over the sides of the head. You could hammer the socket on if you are really desperate, but otherwise just press hard while unscrewing. Normally you want some kind of release mechanism in case of a fire, but in my case the windows are next to an exterior door, so naturally I would simply exit out the door instead of the windows. But it did occur to me that when I installed mine inside, I could screw in the bottom half normally, but drill larger sized holes for the top screws where I could pull them out by hand, and simply rotate the top down towards me, pivoting on the bottom screws, and be able to crawl out over the bars. The two top screws would be my 'release mechanism.' This however, would not work for anyone unable to reach that high. I suppose you could make the two bottom screws the 'fake' ones and hope the bad guys see the bars and go away without testing them.
