Hi Kiki, this item can sit on a solid surface, however when I contacted the manufacture, they stated that most people anchor the Pergola to a deck or concrete.
Come in to your local Home Depot and have the construction associate show you the building hardware section of Simpson Strong Tie. There you will find the hardware to fasten the Pergola to concrete or to a deck.
