Hi Brian,
Ratchet cutters operate much differently than scissors and wire cutters do, so don't feel bad.
Pull the handles apart to open the cutting jaws. It might take both hands to do this. Place the plastic pipe into the jaws and close the cutter blade onto the pipe where you want to cut it.

Repeat this process until the cut is complete.
