Answer: 
No, it's just a heater not a cooling device.
The reason of blowing cool air is the fan will continue to work for several minutes when the heaters turns off. This allows the infrared components inside the heater to cool down.

Rated 4.0 out of 5.0 by Nice little heater I bought this exact item from a large chain store that starts with a W for $39. I had several orders for instore pickup cancelled so I ended up having it shipped to my house. In the meantime, I bought the $58.88 infrared from HD but it didn't put out enough heat so I returned it. (See my review) This one provides more heat but its also 1400 watts versus 1000. I like the remote and I like that it provides instant heat. However, since it has a fan, I feel like its blowing allergens at me. On low, the fan is not too loud and I can easily fall asleep with it on. It seems to have a a high and a low. The visible heating element inside only comes on with the high setting. It also has an ECO setting and that button just sets the unit to 68 degrees so it would turn on at that point. It also has a timer but I have not used it. I believe you can set it for anywhere from 1 to 12 hours. But you cant program it to turn on later. My bedroom Is large and I have 10 foot ceilings But this unit would suffice for my room. I keep the furnace set at 62 but like it 72-73 in my bedroom. But my bedroom would not get above 65 even if I set the furnace at 73. So I need a supplemental heater. The $39 price point is a good value as its hard to find any heater with a remote for under $50-60+. However, Im not sure this really puts out more heat than the little $15 fan forced heaters. But the cheaper heaters don't have remotes. Im contemplating returning it just for the allergy issues. I have a oil filled heater that isn't fan forced and I think its better for my allergies. The downside is it takes longer to heat up the room and it doesn't have a remote. The oil filled has a thermostat but I haven't found a sweet setting that will maintain the temp at where I want it. So its hit or miss and sometimes I have to turn it down or off. December 24, 2014
