Yes ,there are three (3) locking wheels on the base. You will not have to run after it, besides the fact that it weighs over 100 lbs, it will stay put.

This is one of the best items since sliced bread.
It is very heavy, so the kids cannot move it around.
It does have a locking mechanism, but even if it didn't.....it isn't going anyplace easily.
ONE WISH: I wish it had a higher insertion pole.
Making the umbrella higher.
Measure the height of your patio table umbrella because it might not be high enough.

15 FEET IS A PRETTY TALL POLE.
I THINK THE BASE WOULD BE STRONG ENOUGH, BUT THE POLE ITSELF MAY
BEND OR BREAK IN HIGH WINDS.
I WOULD GIVE IT A SECOND THOUGHT OR ASK AT THE STORE.

I don't think anything this size would hold up in a strong wind. Although the base is heavy, I think it is too small to stay upright on a windy day. I would plant the flagpole in the ground.

It is possible. Under 'normal' breezes I am sure it would support a flag, under heavy winds I would remove the flag.

Rated 1.0 out of 5.0 by A very bad purchase Oh boy! This was a disaster from the start. The product arrived at the store, and we were quite shocked to discover that it weighed 110 lbs! Once we got it home, we discovered that the packaging was horribly crushed on the sides and corners. Upon opening the package, we found that the base was dented and scratched. So it had to be repackaged and returned, by us, to the store . I think that either UPS damaged it in transit, or it was a return item that was repackaged and resold. Either way, we were very disappointed in this product and the handling of it. Home Depot we very understanding, and issued a full refund. We purchased another, lighter weight model. So far, so good. July 12, 2016

Before bringing it home I asked to have the box opened so I can check it as some reviews stated that some were delivered damaged. Sure enough that was the case with this one as well. It had a few minor chips which i was willing to live with but one major one which i was not. Also due to poor packaging for a 100 lb. umbrella base, the separated post which needs to be attached was packed right on the side and was visibly crushed. I think that if you get a good one, it's a good deal but make sure it's in good shape before walking out of the store. June 22, 2016
Rated 4.0 out of 5.0 by Sturdy Patio Umbrella Base The sun races through my backyard from high noon through glaring sunset. Heavy, conventional bases are too difficult to constantly maneuver during the day. This base feels so solid and glides smoothly on its wheels. I'm confident that it will do the job that I need it for. I would give it a higher rating except that some of the concrete from the base chipped off during transit. It's so heavy that I'm not going to attempt to exchange it. I'll just have to paint the chipped base black to hide those blemishes. This is consistent with some of the other reviewers. HD needs to use a better packaging method for delivering this item. January 16, 2016
Rated 5.0 out of 5.0 by Excellent Product The durability and stability of this base is excellent. it can be semi-permanent by locking the wheels; or moveable by unlocking the wheels and using the available handles to move around. Exactly what we needed to provide shade as needed on our southern exposed patio w/o having to add an actual structure like a gazebo. We use two of these in addition to our dining table umbrella. Rated 4.0 out of 5.0 by Great base for a middle sized umbrella We ordered this base for an 11 foot cantilevered umbrella, but the base didn't have enough weight to stabilize that large of an umbrella. We bought an 8 foot umbrella that tilts to the side, and it works great in this roll-around base. The assembly was easy, just bolt on the pole to hold the umbrella and screw in the wheels. One caution: the umbrella base had a rough trip during shipment to our house, breaking a small pancake sized piece of the concrete off of the bottom. Doesn't effect the function, just cosmetic damage. We are happy with our purchase. July 12, 2016

I bought this stand mainly due to it's weight of 110 lbs, plus it was on wheels. So far it has done what I expected, keeping the umbrella in place, even during 30 mph winds. Too heavy to lift, the wheels makes easy work of moving when necessary. Strongly recommend. July 19, 2016
Rated 5.0 out of 5.0 by Doesn't tip with the wind Yes it is heavy, however the 2 handles make it easy to roll around. The locking wheels are nice too so the kids can't make it a play-toy. There are two screws to hold the umbrella tight. Even with the umbrella up, I am not worried on breezy days. However, just to play it safe, if there is a storm coming, use common sense and take the umbrella out of the stand. The only "complaint" I have is that the chrome has a few rust spots on the base. I'm sure they could be rubbed out and clear-coated, but not sure why they even appeared. I am grateful for this stand as I tried 3 others before this, and I did not want to have to spend $250 on some other bases that required a lot of adding of sand/bricks to get the weight.
