Yes ,there are three (3) locking wheels on the base. You will not have to run after it, besides the fact that it weighs over 100 lbs, it will stay put.

Answer:
This is one of the best items since sliced bread.
It is very heavy, so the kids cannot move it around.
It does have a locking mechanism, but even if it didn't.....it isn't going anyplace easily.
ONE WISH: I wish it had a higher insertion pole.
Making the umbrella higher.
Measure the height of your patio table umbrella because it might not be high enough.

Answer:
15 FEET IS A PRETTY TALL POLE.
I THINK THE BASE WOULD BE STRONG ENOUGH, BUT THE POLE ITSELF MAY
BEND OR BREAK IN HIGH WINDS.
I WOULD GIVE IT A SECOND THOUGHT OR ASK AT THE STORE.

I don't think anything this size would hold up in a strong wind. Although the base is heavy, I think it is too small to stay upright on a windy day. I would plant the flagpole in the ground.

CUSTOMER REVIEWS

Rated 4.2 out of 5 by 222 reviewers.
Rated 4.0 out of 5.0 by Sturdy Patio Umbrella Base The sun races through my backyard from high noon through glaring sunset. Heavy, conventional bases are too difficult to constantly maneuver during the day. This base feels so solid and glides smoothly on its wheels. I'm confident that it will do the job that I need it for. I would give it a higher rating except that some of the concrete from the base chipped off during transit. It's so heavy that I'm not going to attempt to exchange it. I'll just have to paint the chipped base black to hide those blemishes. This is consistent with some of the other reviewers. HD needs to use a better packaging method for delivering this item. January 16, 2016
Rated 1.0 out of 5.0 by Broken base ..... BIG gap in base and I am wondering isn't UPS to blame as they are the people / company that shipped all these??!! Overall we were pretty happy with everything, easy to assemble and looks great! The chairs swivel, rock rotate and they are light-weight enough to move easily!! But then it came time to put up the umbrella, umbrella lights and base and discovered the base was badly damaged. Can anyone tell me why UPS wouldn't be responsible? This thing weighs like 100 lbs. and I'm sure they didn't like having to lift that thing from their truck in the driveway to my front door. I think they should have to come get this base and deliver us a new one for free. We are NOT going to deliver it anywhere as it is too heavy for us (we are old) lol May 1, 2016
Rated 1.0 out of 5.0 by Broken when arrived at store, had to return..Ordered a different one.. I would recommend this if it didn't arrive with broken concrete chip off around the edges.. May 10, 2016
Rated 5.0 out of 5.0 by umbrella stand We now own 4 of these. While they may seem pricey at $100 each, they outlast everything else and our umbrella never falls over regardless of how windy it gets. Love these stands. Worth every penny. May 10, 2016
Rated 5.0 out of 5.0 by Solid I wasn't to crazy about spending so much on an umbrella stand, BUT. I was also tired of fishing broken unbrellas out of my pool. I am very happy with this stand . April 26, 2016
Rated 5.0 out of 5.0 by great umbrella base So far the base works well will see as the summer progress`s April 19, 2016
Rated 1.0 out of 5.0 by Original and replacement both broken Really hard returning and replacing a 110 pound broken umbrella stand. I'll end up keeping the second broken one - big cement chips- bc I can't deal with moving it around. Disappointed. Home Depot should have issued a partial credit for the damage and my trouble. April 11, 2016
Rated 4.0 out of 5.0 by Very Sturdy Product This item arrived much quicker than I expected. It was damaged when it arrived, but the damage is underneath and not visible, so I am hoping it won't affect the longevity of the stand. It is WAY too heavy to try to go through the hassle to return it, so keeping my fingers crossed. Do be prepared for how heavy this thing is as it took quite some effort for this single mom to get it where it needed to be. The wheels are a VERY handy feature as are the inset handles that easily pull up for use. It was a little difficult to get one of the wheels to screw in during setup, but the other three went in very easily. February 26, 2016
