Answer: 
The standard is just plain styrofoam. It crushes and is damaged easily. The other is styrofoam with the hard cover over it. Not easily damaged, lasts longer and it adds an extra layer for more protection.

Here in northern Minnesota it gets a tad bit cold in the winter, so after turning it off, I've always wrapped or covered my outdoor water spigot in one way or another. A neighbor who lives just down the road mentioned that he had purchased one of these and said they work well and were cheap, so I gave it a try. It is much more attractive than having a towel wrapped around the spigot. If you are crazy mad about how your house appears you could probably paint the thing to match your home -- my wife hasn't thought of that yet so I hope she doesn't read this review! The cover was very simple to install, it makes very solid contact with the side of the house giving the spigots' piping a reliable seal. At the cost this this thing is a no brainer for anyone who lives in a cold climate.

It got down to 12-degrees (F) a couple of nights in a row, and didn't get above 30 for three days (don’t laugh northerners)...and my faucets are still in good shape. So, I'd say they certainly did what they were supposed to. The hard shell makes them more durable, and the soft foam strip on the lip allows it to "seal" on rough surfaces and makes them a little more aesthetically pleasing. They are super easy to install; slip the pliable plastic ring over the faucet handle, pull on the tab, "lock" into place with the clamp, and voilà! Ingenious!

I had these on four outdoor faucets and the temperature dropped to 18 degrees. Three of the four faucets froze. You are better off wrapping the faucet with a cloth, then putting a couple socks over it length wise. Then put a plastic shopping bag over it, wrapped tight, and secure with some electrical tape so that rain water cannot get to the cloth wrapping. You could add some cloth cover to the hard faucet cove, but it may make it hard to attach.
