Answer:
Some solar lighting comes with a plastic or paper strip inserted between the batteries and battery connections. Did you check for that, or pull it out? Some charging panels also have an on/off switch on the back of them.

Rated 3.3 out of 5 by 25 reviewers.
Rated 5.0 out of 5.0 by Works as advertised Very easy to install. Light is coverage is just what we needed. No problems so far with charging or anything. February 3, 2013
Rated 1.0 out of 5.0 by light worked well then failed This light worked well the first 2 months of ownership I got 3 of them and when it came to the end of 2 months the 1 of the lights began to loose control and just flashed like a red or amber street light on flash mode the motion sensor was corrupt and then the other 2 did the same and all attempts to address the issue from unplugging the battery and panel the light did not work I recommend you buy insurance if you get this light and also the screws were rusted and cheap metal the rain left rust trails I got bummed out because I did not insure any of these lights so I got burned no warrantee caution about buying this light January 28, 2013
Rated 2.0 out of 5.0 by Very Rude Customer Service = DO NOT BUY!!! I have 3 of these and two are now working, I have had them for 4 months. The battery on one is not holding a charge. Heath-Zenith Customer Service told me I would have to buy a new battery, because since they did not build the battery it is not covered under warranty. Their customer service person told me this in an extremely rude and condescending manner, to the point that I took back the another one I had purchase just 30 minutes before. If you want this product to work more than 4 months then buy something else. Also, because of Heath-Zenith customer service I suggest you buy another brand. May 13, 2013
Rated 1.0 out of 5.0 by returned. it I let it charge for a week before I turned it on, it didn't work. I changed its location and charged it 3 days, still didn't work. I returned it. I am going to order another one, hopefully I just got a dud. March 12, 2015
Rated 1.0 out of 5.0 by Worst purchase ever!!! after one day light stopped working, it goes on once and dosen't come on again, now it just flashes on and off for a few seconds and thats it. this was a waste of money can't get my mony back because we did not install it till a week ago and i had bought it in july my 90 days are up. October 28, 2014
Rated 5.0 out of 5.0 by I love these lights These were not available in my local home depot so had to order them online….and don't regret it. I have these lights up higher on a wall (rather than overlooking a garage area). So the fact that sensor has a greater degree of motion is an asset. Produces a lot of light and the sensor seems to be working well. I do wish that it had a longer cord from the panel to the light, or at least if there were longer cords available. I have had it for about two weeks at this time and no complaints. December 11, 2013
Rated 4.0 out of 5.0 by Great Security Light The product was as pictured and was easy to install. Quality is a little cheap, but over all it does what I need it to do. November 4, 2014
Rated 1.0 out of 5.0 by Poor Battery I bought 3 of these solar lights and have had nothing but trouble with 2 of them. After several days (7) of charging the battery system they would work for about an hour on the shortest setting one minute intervals and then begin to blink on and off rapidly with a battery failure. I didn't even bother to call Heath after the other reviews I have read. Do yourself a favor and buy a different brand October 2, 2013
