Answer:
Yes, you can order it online. I just purchased this plunger from Home Depot via eBay. The total cost came to $12.07 which included a $5.00 shipping charge and 58¢ sales tax. eBay provides a service, eBay Now, which is a local delivery service. The plunger arrived the next day within the chosen time frame.
Also, this Home Depot/plunger page offers the option of placing the plunger into a shopping cart.

Rated 4.4 out of 5 by 93 reviewers.
Rated 5.0 out of 5.0 by Great value. Luckily, we haven’t had to use this but once because we have really good toilets (thanks HD!). For the one time this has been used, it did exactly what it was designed to do with minimal work. This is a great value as it does the job as well as more expensive models for a fraction of the cost. Highly recommend. October 8, 2016

Rated 5.0 out of 5.0 by Worth the Money Spent This plunger is an exceptionally good value. Not only does it do exactly what a plunger is expected to do-clear clogged waste lines - but it does so quickly and with minimal effort. The rubber bell creates a very good seal so that you actually force water down the drain to clear the line, instead of into the bowl. Both the wooden handle and the bellows are well made and sturdy. Because the bellows is made of a slick rubber, once your are done clearing the line it's simple and easy to clean it. Other plungers with plastic-type bellows that have accordion folds are a nightmare to clean. Before, with the poor quality plungers I had, I've usually had to revert to using a toilet auger to clear clogs. With this plunger the problem gets taken care of quickly and efficiently. Great product! August 24, 2016
Rated 5.0 out of 5.0 by It sucks---In a good way. Easy to assemble and use. Great power.Good value. Most extended plungers are $5-$10 higher.. October 11, 2016
Rated 1.0 out of 5.0 by Skip It; Try the Home Depot HDX Plastic White Handle Plunger It's tough to argue with 92% of users who recommend this, but I'm part of the 8% who say this is a waste of time. Over 5 years, for me, this has only worked with very mild clogged toilets - I've spent 15+ minutes and had bruised palm to show for the efforts. I resorted to a Ridgid brand Closet Auger which I hate because it gets covered by organic waste material and rust from water exposure. Then, I bought the Home Depot brand (HDX) plunger (plastic white handle but wider diameter plunger), and presto, it unclogged every "normal" clog -- using the HDX brand, it takes 30 seconds (3-4 pumps) for mild clogs to 2 minutes (3 flushes, 10+ pumps) when my kid tosses in a lot of toilet paper. Using this plunger, it would take 10 flushes & 15 minutes & a bruised palm, or just wouldn't work. So, the HDX white plastic handle plunger is my choice. For less than $10, do what you want, but those are the two choices. For me, skip this and go with the HDX one; you shouldn't needed a closet auger unless someone literally stuffed a shirt down the drain. October 3, 2016
Rated 5.0 out of 5.0 by an excellent toilet plunger An excellent purchase for the amount of money spent. August 7, 2016
Rated 5.0 out of 5.0 by Heavy Duty The plunger feels very durable durning plunging. lol I've used others where , you plunge and theres no suction of plunging feel. I like the fact the handle is made of wood and I know I can add strong force to it without breaking or bending. I had others made of alunimum and it just broke on first hard push. I did not get paid for this unbiased opinion, but would love to win the $1000. :)) February 17, 2016
