Faucet Handle Rotation To OFF Position

Could some one Please tell me if this faucet Turns OFF when lifting the handles UPWARD and turns ON when turning the Handles DOWNWARD?

For EXAMPLE: I purchased this Homewerks Faucet on Ebay, but the Faucet seems to operate in reverse of what I was expecting, and I am wondering if I got some messed up misfit cartridges in it.
My faucet Turns OFF when lifting the handles UPWARD and turns ON when turning the Handles DOWNWARD. Additionally it seems strange that the "Cartridge – cold" side is Red in color, because I would expect the "Cartridge – hot" should have been red in color.
To put it another way I rotate the cold side CW to Turn OFF and the Hot Side CCW to Turn OFF.

Rated 2.0 out of 5.0 by Disassemble the unit BEFORE installation! First off, I was dismayed that the center-to-center specs are nowhere to be found in the description of the product. So when I got to the Home Depot and saw the sign that said 4" centers, I was very pleased because that's what my old unit was plumbed for. It wasn't until I tried to install the faucet that I found that it was actually 3-1/2" centers. So now I've got additional work, but since I had the wall open, it wasn't that big of a deal. After installation, I turned the water back on and tested my new faucet. LEAKED LIKE A SIEVE from the cold handle. Took the valve apart and found that the O-ring was trashed during assembly. I didn't want to have to take everything apart and return to Home Depot so I checked my "inventory". I just happened to have a Peerless valve with an O-ring that matched pretty close. Put everything back together and it seems to work just fine. I highly recommend that you take the unit apart and make sure everything is in good working order BEFORE installation! It may save you a LOT of time. February 2, 2016

However, I might suggest that if you anticipate using the faucet over several years, you might want to consider the heavier model by Central Brass (about $15 more). I have installed that model also and it is a little more 'robust'. It depends upon your budget; would recommend both. December 8, 2015

Rated 1.0 out of 5.0 by Home Depot doesn't carry repair parts! After a few years, the seals wore out and it started dripping. No big deal, I'll just replace them. But when I tried to remove the old handle, it was frozen so hard the brass stem in the cartridge broke when I was trying to remove it. And despite their having sold this exact same faucet under three different brands, B&G, Glacier Bay, and Homewerks, Home Depot does not carry replacement seals or cartridges! I was very annoyed that I had to buy this as a replacement faucet, as I couldn't leave my house without water waiting for a spare part. I regret buying this faucet. September 21, 2014
