Hi Dave:
Yes! When you release the blade control (Roto-Stop) the blades stop spinning, but the engine continues to run, and if you have the SmartDRIVE engaged, the mower will continue to self-propel.

The walking speed is determined by how far you depress the control on the handle. But also note that the control handle can be adjusted so that the mower doesn't go too fast.

Answer:
Yes, the one I have has 3 options: Bag, Mulch, or Discharge. For the discharge option, you simply need to set it to the Bag option, but don't attach the bag. The clippings will drop out the rear hatch.
I personally haven't used this option, as the mulching works really well, even in tall grass that is a bit moist.

On top of the bag is a large, black plastic guard which flips down when the bag is removed. Clippings can be discharged to the rear when the bag is removed, if the "Clip Director" is set to the "BAG" position. Not having a side discharge chute allows the mower to cut close to a wall or fence in either direction. The mower can also be used as a rear discharge mower with the clip director set to partially mulch and partially discharge to the rear. When strictly mulching the bag serves no purpose and can be removed if desired. Read Less

Hi Marty:
HRX and HRR models have REAR discharge built-in. There is no option to covert either to a side-discharge design.
Honda HRS models DO HAVE a side discharge design built-in. HRS models are "no-frills" basic mowers, but feature the same GCV160 engine found on many other Honda mower models. Included here is a link to the HRS216SDA, which is a single-speed self=propelled model.

CUSTOMER REVIEWS

Rated 4.2 out of 5 by 251 reviewers.
Rated 5.0 out of 5.0 by Great mower and quality!! I have done some research on several different mowers and it was between Honda and Toro. I owned a Troy Bilt before and Honda mower before. So, I'm fully aware of the quality. Also, I read a lot of the comments and negatives ones too. I believe some people either good a bad mower off the assembly line or they didn't investigate and read the directions. I'm satisfied with Roto Blade stop and it works great. I saw the advantages of the feature because I have to stop a lot with my yard, with sticks and stuff. If you can deal without that feature then honda mower below this one is the one to go with it has the most amount of reviews. My experience is great! This is a real review, I own it and bought the mower. April 22, 2016
Rated 5.0 out of 5.0 by Excellent Mower Of all the mowers that I've used, in past years, this HONDA, MODEL HRT216VYA is by far the best. I am an Invalid due to having a stroke during heart by-pass surgery that has affected my right leg. I am also a survivor from pancreatic cancer and this HONDA has made my day This HONDA LAWNMOWER was: A). Easy to assemble B) 3asy to operate C) Easy to control D). Finished the front yard in half the time as with my past mowers E). I was able to mow my front lawn in half the time that it took me in the past. Thank you. June 23, 2016
Rated 5.0 out of 5.0 by Amazing from top to bottom After hours of research and looking, I decided on this mower. I have had it for 3 summers now and I love it more than ever. My favorite feature is the blade engadge feature. It makes it nice to not have to start the mower every time I dump the bag. The mulching system works really well too. The self propel handle is very easy to work and very confortable. I like that the mower is rear wheel drive too as some of the cheaper mowers are front wheel. So far 3 years in and not a single problem. I would highly recommed this lawn mower. May 29, 2016
Rated 5.0 out of 5.0 by awesome mower!!! easy set up.love the feel of this mower.I'm a gardener.during the week.and sat and sun.I work for myself.does the job.first pull every time no problems with this mower.a great but very pleased.I recommend this mower.plus engine stays on don't have to worry about starting engine.this mower is almost like a comercail lawnmower. almost the same features .awsome. May 27, 2016
Rated 4.0 out of 5.0 by Replaced a 30 year Snapper with a new Honda Mower Took a little getting used to the paddle handle for the walk behind speed. Seems to work pretty good. The mower doesn't suck grass & leaves as well as the old Snapper HiVac did. May 24, 2016
Rated 5.0 out of 5.0 by Love This Mower! Honda just makes a better quality mower. I used to buy Toro mowers - and they have some good features like their Personal Pace drive. HOWEVER, I just got sick and tired of the ever cheapening parts/quality of Toro's consumer products. Here is just one example: Toro mower wheels are plastic - all plastic with no bearings or bushings for the axle so - they wear out after just a few summers (and Toro brand replacement wheels cost something like $40!!) -VS- Honda that uses ball bearings in all of its mower wheels. I don't expect to ever have to replace them. That's just one example of why I spend the extra $50-100 to buy a Honda. I liked mine so much - I purchased this mower for my son - (Friends don't let friends buy Toro) “The bitterness of poor quality remains long after the sweetness of low price is forgotten” – Benjamin Franklin May 10, 2016
Rated 5.0 out of 5.0 by Great system As a person with kids who love to leave their toys all over the yard, the Blade Stop option is a life saver! Not having to restart the lawnmower every five minutes is saving me and the mower from overuse! Overall the quality is what you would expect from Honda, excellent! Having told and shown several neighbors my new mower, we now have several new Honda owners in the neighborhood! May 17, 2016
Rated 4.0 out of 5.0 by Replaced a 30 year Snapper with a new Honda Mower Ordered via the web-site for store pick-up. Assembly instructions were clear and was easy to put together and get started. Convenient method to change from bag to mulch. 4 MPH walk behind speed is pretty fast. Takes some practice & skill to maintain the desired speed. The Honda doesn't vacuum up grass & debris nearly as well as the 30 year old Snapper Hi-Vac mower, otherwise seems like a decent mower. May 10, 2016
