Answer:
There isn't a replacement handle assembly available. If your item is still under the 3 Year Limited Warranty, you can replace product if defective with THD. Take to your local store with receipt if available, or call 1888-HD-HUSKY for customer service.

Not easily. There is no replacement sold, none that I have seen. I have had a couple of these with handles that break and you either bolt it solid, live with it, or trash them.
I am sure you could find something somewhere that would work, but it will never be the same and probably be very time consuming.

Might be time for a new bag. These bags have slightly changed over the years but most of them have the zipper and velcro inside. Even though these are present they don't really serve a purpose once the bag is complete. The bag is finished with rivets that cannot be reused. Once you take the bag completely apart to get to the wheel assembly then you would have to take the wheel assembly apart. Finding a wheel and all the pieces to put the bag back together would be extremely time consuming. With the time and parts needed I wouldn't think you would save much money.
However, to replace the wheel you would have to drill out all the rivets inside of the bag. You could then start to remove the liner. Once the liner is removed you should be able to get the the inside attachment for the wheel assembly.

18 in. Rolling Tool Tote is rated 4.4 out of 5 by 75.
Rated 4 out of 5 by from Durable.....but I'm a furniture installer so I needed a bag to carry my drills and other hand tools. The material is very durable and can stand up against sharp corners on a job site. The plastic wheels are non-marking, so that's a plus when rolling across different types of floors. It has been tossed around on the back of trucks and still withstood the beating. My only concern is the handles aren't quite durable. Over time they began to stick and not retract into the bag. Overall this is a good bag.

I am using it as a portable artist's tote. Works great when going to workshops, classes and plein air painting. Rolls easily when fully loaded. It has a heavy duty zipper, or you can leave it open and pile in even more equipment. Works better than anything from the art store. Love it!

Rated 5 out of 5 by from Tough Husky rolling bag I bought this bag to haul a load of tools to a conference. When loaded it weighed 50# and I checked it with Delta for the cross country trek. It survived the baggage handling without so much as a scuff! This is a very handy and cavernous bag. Time will tell how the wheels hold up but at this point it has already pad for itself!

Big enough for tools and fits in the back seat of my truck. Semi-rigid sides and pockets inside and out make it good for organizing tools and keeping them in their right place. Seems pretty durable

Rated 5 out of 5 by from Great bag This is my second one. The first one lasted a few years. It holds all my plumbing tools and cordless tools. Being on wheels helps take everything at once including other items stacked on top as a dolly.

Rated 5 out of 5 by from Top of the line!!! Rugged made, awsome little wheels make it so easy to transport. I thought it was a little price, but when you get it and start use you see that is worthed every penny. I recomend this product

Rated 5 out of 5 by from Body saver Previously carried a lot of tools in a bucket, rigged it to fasten my tool belt around it, worked well. This does a great job PLUS I can wheel it, instead of carrying it....great!

Rated 2 out of 5 by from Big oversight This bag has a draw back. It does not have a staphook up to put electrical tape on to it or rolls of Teflon tape to it. Big draw back.
