Is this an effective tool for breaking and digging through stone?

No, this 2.5 lb pick mattock is too light and too weak to dig through stone. It will be bended its head. This use for easy job, the real job should use at least 5lb pick mattock.

Is the head on this Husky 2.5 lb pick mattock made of cast iron or forged & tempered steel?

Rated 5 out of 5 by from Husky 2.5 lb pick mattock I live in the Texas Hill Country just North of Canyon Lake. This area is almost ALL rock. My yard has between about 3" to 5" of soil mixed with rocks. Below the soil and rock mixture it's solid limestone or caliche soil, (compacted flakes of limestone particles). I tried a small tiller. It dug into the soil and rock mixture, but as it pulled the rocks up to the surface the larger stones wedged between the tines and the dirt/rock guard above the times. the only way to remove these large stones was to break them out with a stone chisel and a large hammer. Too time consuming. I switched to a rock bar that weighs about 20 lbs. Still too time consuming, and too heavy to break and pry rocks loose for very long. I bought the Husky 2.5 lb pick mattock. I think this pick mattock is the best tool for this job of breaking up and digging loose the rocks from the soil. The head is only 2.5 lbs, so it doesn't wear you out too quickly, but when you swing the pick with some authority, all the force being focused on the point of the pick really gets the rocks to break, or gets under the edge so you can pry it loose with the fiberglass handle of the pick mattock. Its a great tool for the job I'm doing. It's slow, hard work with any man powered tool, but this is the best way I've found to get this yard ready to plant some grass. I've used it hard for three days now, and it had worked perfectly with no damage to the tool. Lifetime warranty is also included. Highly recommend this tool.
