Yes, they are separate, the top comes packaged in the bottom, you remove the floow take it out, put the floor back, attach the wheels and put the top chest (which has side handles) on top. It is not attached to the top at all but the lip on the top will prevent it from sliding off

Answer:
No. The upper, smaller section is shipped inside the lower, larger section. You will need to remove the bottom of the larger section to get the tool box out (don't try to pull it through the drawers). The wheels need to be attached. There is a degree of difficulty, especially if you have longer finger nails. I got it done but it was a little more challenging.

The depth of the top storage compartment is roughly 1 and 1/2 inches. I have placed some socket wrenches and the metric set of sockets all seem to fit fine. The lower chest is where the other sockets are as I can lay them down on the bar they are attached to which makes it easy to find the one I want/need as well as putting it back in place.

I have not yet put tools in the box as it is a Christmas present for a household memberm but from just eyeballing it looks deep enough. The entire toolbox is great to store different tools in the same family in seperate drawers. I lined the drawers with a washable shelf liner it enhances the look and keeps the box and tools clean and in place.

Rated 4.0 out of 5.0 by Sufficient for our needs We aren't super serious DIYers or professionals, but we do try to handle smaller projects ourselves. We assembled and filled the tool chest in an afternoon. I was surprised by how much it holds, but it was about what my husband expected. Neither very heavy duty nor flimsy, this is a reasonably priced, decent tool chest that is sufficient for what we have. We have power tools in the lower cabinet and hand tools in the drawers. April 12, 2016
Rated 4.0 out of 5.0 by storage only purchase was made due to sale price and need for large, locking, tool box for excess tool storage. Assembly was OK, but instructions were very poor. there was also damage to the product (Dent and bend in product top due to excessive pressure, or from load stacking of boxed units). the damage did not detract from the function of the unit. Damage is cosmetic only. Over all i am satisfied with purchase, but Home Depot should not be satisfied with any damage to products they sell from their suppliers. July 5, 2016
Rated 5.0 out of 5.0 by Great little tool box! I have an earlier model of this tool box in red. My mother bought it for me Christmas, three or four years ago. I keep the drawers quite full and they roll out every time I pull them as though it were brand new. The construction is of quality, not flimsy at all. In hindsight, I wish I'd asked "Santa" for the bottom section to have drawers rather than the cabinet but with the proper type pegs used, the cabinet serves me well too. For the money, in my opinion...you won't find a better box. I have friends who paid far more than the price of this one for "Craftsman", the same size. Their reviews don't read quite as well as this one. June 6, 2016
Rated 4.0 out of 5.0 by very versatile Using this as an art supply cabinet, storing canvases, paints, brushes etc. Very utile and versatile and much less expensive than the wooden tamboretes sold by art supply stores. July 12, 2016
Rated 4.0 out of 5.0 by Great for the price Good quality for home (non-commercial) use. Easy to attach the casters - everything else is pre-assembled. Just buy a roll of shelf/drawer liner to cut to size and you're all set! July 19, 2016
Rated 5.0 out of 5.0 by excellent very nice cabinet perfect for all my tools. I read a lot about dings and scratches, but the one I bought had none. I put an extra shelf into it using keyboard desk mounts for small tools as well March 23, 2016
Rated 5.0 out of 5.0 by Perfect tool chest for weekend DYIers. Everything about this purchase was positive, from the price to the really nice people at Home depot where I picked it up to the easy assembly. The quality is much better then I expected for the price, rock solid. July 19, 2016
Rated 5.0 out of 5.0 by Husky Rolling Tool Chest Arrived timely, easy to assemble (wheels only needed to be attached), and unit is of very good quality for a homeowner. Not commercial grade but excellent for garage or basement to store tools, etc. July 19, 2016
