Answer: 
The lights do go up and down on a rod that will extend up to about 6 feet. Unfortunately, the lights themselves only tilt up - great if you're working on projects on your ceiling. Unfortunately, the reason I bought this unit was to illuminate projects on my workbench.

Rated 2.0 out of 5.0 by Doesn't Live Up To Potential This should have been a great worklight, but it's not. Why? First, the lights do not adjust downward so you can see the materials on your workbench. Second, it's very, very difficult to lock down the unit when you've extended it. I finally ended up using vise grips to lock and unlock the vertical tube. Third, the quality of the materials isn't great. A tab used to separate the base from the lights darned near broke off on my first use. If you want a good, easy-to-use worklight - keep looking September 1, 2016
Rated 3.0 out of 5.0 by C & C HANDYMAN JUST GOT IT FOR A DRYWALL PROJECT I HAVE & THE BIGGEST FAULT WITH IT IS THAT INSTEAD OF ONE SHADOW BEING CAST ON THE WALLS YOU GET A DOUBLE SHADOW WHICH MAKE IT DIFFICULT TO PICK OUT MINOR IMPERFECTIONS, THIS DOUBLE SHADOW AFFECT ALSO IS A PROBLEM WHEN PAINTING. GOT MY OLD HALOGEN ONES OUT NOT AS BRITE BUT ONLY HAD ONE SHADOW September 11, 2016
