The cap screws off in a quirky manner. I believe, the cap is not unscrewing the entire battery compartment so that the compartment cannot be accessed to change the batteries. Any suggestions?

Answer: 
Once you unscrew the end cap, you will need to remove the safety retaining ring that holds the batteries in the compartment. This can be done by inserting a flat edged tool (we suggest a flat headed screw driver), and lifting the inner edge up. This process will allow you to access the batteries for replacement. I then set it in the sun to charge but, at first, even in direct sunlight, the red charging LED didn't come on but after about 2 or 3 minutes in the sun it lit up to indicate it was charging.
