That depends on the manufacturer of your laminate flooring. Please contact the manufacturer and ask, it may void your warranty. Many newer laminate materials work fine with radiant floor heat but that is not always the case. Also note that we have recently made a change to the 20 ft. x 20 in. product it is now 110-Volt.

can these mats be cut and ran 180 in opposite direction

There are many size mats available 3', 5' 7.5' 10' 15' and 20' all mats are 20" wide. They cannot be cut.

This product cannot be cut to fit. It is manufactured for use in a large room.

Yes, they can and that is the case more often than not. The cold leads are 15' which should be more than ample to make your connections, if you have extra they can be trimmed. Be sure to check the total wattage so that you do not exceed the limit of your thermostat.

You are heating 425 sq. ft. which is a lot of space. There are many variables, the heights of the ceiling. the number of windows, the amount of insulation, the type of floor covering you intend to use, and also the geographic location of your home. To answer you question you would need a heat load analysis. Hydronic radiant floor heat would solve any of these issues. We have a grid system that can be placed on an existing cement floor. The electric product you were asking may or may not provide you with adequate heat for your room based upon the variables noted above.
