This product is not specifically rated for use on a shower floor. However it would be ideal for a warm bathroom floor as you step out of the shower or bath.

I want to make a heated concrete countertop for a seedling starting area. I'm not sure if I can set this product into a concrete form (with the wires hanging out the bottom of course).

Yes it can. This should work well as the concrete will provide a thermal mass. Note it will take a while to warm up.

Instead of on the floor, can this be hung on a frame on the wall to heat a small landing?
Just to raise the air temperature up a little bit.

Answer: 
Yes you can. I would suggest running your four cold leads into a junction box and then to the thermostat. If your thermostat has a floor sensor run that in the room with the thermostat and both rooms will run at the same temperature. This is actually done quite often. The only disadvantage would be that each room will not operate independently. I hope that this helps.

Rated 5.0 out of 5.0 by Radiant heat mat is nice solution. The heating mat was easy to install as part of our basement bathroom project. We used hotmelt adhesive to attach the mat's web at a few places to the concrete floor. There were long enough power and thermostat leads attached to the mat to route to the thermostatic controller (we purchased separately) installed in a nearby wall. We then encapsulated the mat using a thin layer of self leveling concrete. This made it easy to subsequently tile the floor over the heating mat. As expected, the mat took about an hour to heat the floor from 50F to 80F. Nice comfy heat. June 24, 2016
