Can this mat be embedded in concrete?

I want to make a heated concrete countertop for a seedling starting area. I'm not sure if I can set this product into a concrete form (with the wires hanging out the bottom of course).

Yes it can be but to be most effective install an underlayment and carpet that has a low R-factor. Ideally an R-factor of 3 or less. There are also different types of carlet that lend themselves better to radiant floor heat. A good carpet store can help guide you.

Rated 5 out of 5 by from Radiant heat mat is nice solution. The heating mat was easy to install as part of our basement bathroom project. We used hotmelt adhesive to attach the mat's web at a few places to the concrete floor. There were long enough power and thermostat leads attached to the mat to route to the thermostatic controller (we purchased separately) installed in a nearby wall. We then encapsulated the mat using a thin layer of self leveling concrete. This made it easy to subsequently tile the floor over the heating mat. As expected, the mat took about an hour to heat the floor from 50F to 80F. Nice comfy heat.
