If so, what is recommended as an adhesive to a concrete slab? And what is the best filler to use between the tiles?

If you start with a flat concrete surface, clean and in good repair, the adhesive should be thin set. Answer:
Yes it can. You must use an exterior grade thin set to apply it to concrete with a sanded grout inbetween the tiles. Also it would be a good idea to seal the tiles when using them outside.

Answer:
In general, slate can be used outdoors. However, due to the nature of slate - it grows in layers - I would go with a larger individual size.
These individual tiles are 1" x 1"; the cutting may cause some flaking, which in turn would make for unusable pieces. Furthermore, due to the small size, these particular tiles may not be sturdy enough for a patio.
I used mine in a shower pan with no problems.

Rated 4.0 out of 5.0 by Great backsplash Had to return and exchange 2 out 6 sheets because of inconsistent width in tiles. Some were thicker than others. October 11, 2016
Rated 4.0 out of 5.0 by Entry enhancement The mosaic paving tiles and the accent boarder strips did the job in enhancing the entry and matched the existing area colors very well. Tiles gave an old world effect blending in well with the existing brickwork and gave us the effect we were hoping for. May 9, 2015
Rated 5.0 out of 5.0 by Tile Very easy install. The mesh background made a great way to save time possible September 1, 2015
Rated 5.0 out of 5.0 by Great accent with my ceramic tile I used this for an accent strip around the wall in my bathroom. My bathroom has dark grey tiles on the floor and white grey tiles on the wall that have all the colors on this mosaic slate. I put the white grey tiles up a about 3 feet on my wall then used a strip of the mosaic slate, 3 tiles wide, around the whole room, Then went up one more tile of the white grey tile. It looks really good. The Mosaic slate is glued to a mesh backing and it is glued really good, so none came off during the installation. The mesh is really easy to cut with scissors so It was easy to cut it 3 of the little slate tiles wide. There are 11 rows of the little slate tile on one of these wall tiles. I applied my thin set to the wall then just pushed the strip of these slate tiles into the thinset and they stayed right in place. I was worried about grouting over them so I applied a sealer on the slate tiles before I did the grout. I grouted and got it in between all the little tiles and the grout just wiped right off with a sponge. I have tiled before but I am not a professional but my bathroom looks great using these mosaic slate wall tiles as an accent around the wall. So that means they really weren't very hard to use. Rated 4.0 out of 5.0 by Great accent tile Used for accent around shower and floor in smaller guest bathroom. Caution as colors vary by case and are not consistent. Hard to cut small 1 inch tiles so make sure this isn't necessary. Some peeling and flaking of tiles since they are slate like. Good once grouted and secure. Great value as about half the price of other choices. Good rustic and natural stone appeal. November 12, 2013
Rated 5.0 out of 5.0 by Slate tiles for shower pan This are 1x1 mosaic tiles on mesh backing. I recommend professional installation because some of the individual tiles may need to be replaced due to chipping. This is due to the nature of the slate. April 29, 2014
Rated 3.0 out of 5.0 by pretty small tiles We used this tile for the floor of the master shower. The tiles are pretty small. I thought it would help make it easier to install. But there's some large grout areas, esp. by the drain. The tile is too small to cut. A 2 inch tile or larger would have been better. December 25, 2012
Rated 1.0 out of 5.0 by Not a good choice Multiple squares popped off the sheet after installation and needed to be replaced. Even worse, some of the tiles split in half after installation but were already stuck, causing low spots. Finally, some of the tiles have a metallic sheen which wore away after a few months.
