Answer: 
No, it does not stay off. Its a thermal fuse that brings the temperature down but never really shuts the unit completely off.

Dear Valued Home Depot Customer, we have reached out to the MFG for more information and their response is below.
"The Kalorik 2 Burner Hot Plate product below includes a standard 120V cord and 2 prong plug that can be inserted or plugged in to any standard 120V electrical outlet common in a home or office. The product should not be directly wired or connected to any electrical system".

I have Circulon pans and they won't work on Induction burners.

With the Kalorik double burner cooking plate, we were able to avoid the expense of eating out or take-out food and have nice homecooked meals. Then, less than 6 months post purchase, the red indicator light never turned off, even when the knob was turned all the way off. With the knob turned off, you could hear the plate trying to heat up, to room temperature. Rated 5.0 out of 5.0 by Excellent 2 burner stove I needed a temporary stove which would work with my current pots and pans (not induction and forgiving if the pot is smaller or larger than the burner) and which could also boil a fair amount of water, and sear meat. I am very happy with this stove (although I really only use the larger, stronger burner). It takes a long time to heat up, but I just allow for that. I can cook eggs, steaks, chicken cutlets, vegetables, potatoes (cut up), 2 - 3 qt soups - pretty much anything I've tried to cook - as long as I've allowed enough time.
