I have a 330 gallon IBC Tote that I am wanting to mix solution in. Can I use this fitting to limit the pressure flow to a 1.5 gpm @ 60 psi?

My 330 gallon tote releases a really heavy flow that I don't want. Can this part allow me to limit the flow to 1.5 gallon per minute @ 60 psi with this fitting and the correct reducers to get it down to hook to a 3/4" FPT? And is there connections that I can use to get it all the down to that 3/4"? I am wanting it to feed a Kerick Valve #MA052 float valve that is rated for 1.5 gallons per minute. This will be used to fill a continuous running reservoir when it starts to run low.
