Mike,
Pardon us for misunderstanding your question and not providing you with the answer you were seeking.
Yes, the LG LP126CD3B 12,200 BTU Packaged Terminal Air Conditioner requires outside air. Outside Air is an integral part of the functioning of this unit. The most obvious reason being that like all other Air Conditioners that are always cycling internal air which becomes stale air after a while, you are going to need fresh air in the room and that is achieved by opening the vent.
The other not so obvious reason being that the unit uses two separate units (Terminal Packages), an evaporative unit on the interior and a condensing unit on the exterior connected by tubing passing through he wall. Interior air is cooled as a fan blows it over the evaporator while on the exterior the air is heated as a second fan blows it over the condenser. In this process, heat is drawn from the room and discharged to the environment.
Another intrinsic function outside air plays is for heating! Since this unit can be adapted to provide heating in cold weather, either directly by using an electric strip, gas or other heater, or by reversing the refrigerant flow to heat the interior and draw heat from the exterior air, it is crucial in converting the air conditioner into a heat pump. Hopefully, this answer satisfies your question...IFV
