This 18,000 BTU window AC features multiple fan speeds for those who get really hot or cold and outdoor air venting to bring fresh outdoor air in to replace the stale, stuffy indoor air that most houses have. To give you the average cost of operating the heat unit would require several things. I would need to know your electrical cost per kilowatt hour( as shown on your electricity bill) and then I would need to know how much you use the unit per day. I would also need to see the information for the heat unit as specified on your type plate on the unit itself. It probably is different from what you see listed on the product page. Since I don't have that, I can calculate a ball park number using an assumed number of hours per day (say 8hrs) and use the 12 cents per kWH as done on the EnergyGuide on the Home Depot Site for this product.
The specs for heating at 230V and 208V are given as 3100W and 3670W.Assuming you use this feature for 8hrs per day. Not to sc are you because 8hrs a day is not realistic, but running the heat unit for that long at 230V would cost you $89.28/month and running it at 203V would cost you more at $105.70/month.
You can calculate it represent something closer to your actual usage by using the 3100W@230V by the number of hours you'll use it a day then divide that number by1000 to convert watts to kilowatts(kWH) and do the same for the 3670@203V to get the kWH for that. Then multiply the kWh by the number of days a month you're likely to use the unit and multiply the numbers you get from that for each scenario by how much you pay for your electricity/kWh and you have your answer!...IFV

First and foremost, you absolutely cannot and should not use a sleeve on a Window Air Conditioner! Covering up the louvers in its side case will not only reduce it's efficiency but could lead to the unit burning itself out!

The 18,000 BTU Window Air Conditioner with Cool, Heat and Remote, Model # LW1814HR is designed for installation in standard double hung windows with actual opening widths from 29" to 41".
The top and bottom window sashes must open sufficiently to
allow a clear vertical opening of 18" from the bottom of the
upper sash to the window stool.
As you can see from the window requirements for installation, your window is too short and not wide enough!...IFV
