Answer: 
I can answer this from a scientific perspective, as I am a molecular biologist. You should set the fridge at 40F (4C) and the freezer at -1F (-18C). These are the correct temperatures for the purposes of storage with and without freezing.

French Door-in-Door Refrigerator, Model # LMX30995ST, LG advises the owner of what ambient temperatures the unit can or cannot be operated in, but as for what the settings within will be is something that will be dependent on various factors for which LG cannot anticipate since those will vary from individual to individual. The first would be the ambient temperature. The efficiency of cooling is affected by this and especially when the door is opened allowing warm air into the refrigerator. How long the door stays open also may determine how long the compressor runs and how long it will take to cool the interior to the desired temperature. How much food you have in the refrigerator, the types of food you have in there all affect your temperature settings.
Starting from the middle and adjusting your temperature accordingly is probably the best way to go about setting your temperatures to your desired settings...IFV

No Connie it does not although Home Depot's description says "The extra icemaker in the freezer allows for easier entertaining." Hopefully they'll change that.

What many consumers fail to realize is that the compressor mechanism of a fridge is the most important part of a refrigerator’s functioning, as it accounts for some 80% of the fridge’s energy consumption. If one compressor accounts for that much energy consumption, imagine how much your bills would be with 2 compressors! Linear Compressor Technology minimizes energy and has higher power saving results that help to reduce electrical bills while offering the full benefits of the finest refrigeration. LG’s Linear Compressor technology reduces energy consumption by streamlining mechanical operations to circulate refrigerant without unnecessary rotating or reciprocating motions. The refrigerant gases used in LG Linear Compressor fridges are known as R600A gases, which are more eco-friendly than the traditional R134A refrigerants used in conventional fridges. Compared with an average refrigerator, which emits around 336KG of CO2 per year, LG’s Linear Compressor provides energy savings of up to 20% annually. The reduction in CO2 emissions and increased energy savings amounts to the equivalent of planting 24 pine trees. Rated 5.0 out of 5.0 by Love the double freezer drawers I really like this refrig. and especially the double freezer drawers, so you don't have to hunt and peck to see what you want. The ice maker is fine for just the 2 of us; and since it comes with an ice bend to fill, there's plenty of ice if we plan ahead to fill it. One can see everything it the refrig with the great lighting. I use the wide drawer for meat as well as other things by putting my own plastic containers it it the divide it up. 2 things that do bug me are that the door in door portion has very shallow depth shelves on the wall. The shelf labeled for butter is soooo shallow that no butter dish will fit in it. Also on the left regular door, I find my Belle Maman jelly jars have to hang from the top of the rim of the shelf since they are wider than the shelf. Also I might add that no butter or egg dishes come with this refrig. June 17, 2014

Illumination and temperature control is first rate. do note the two middle compartments in the refrigerator do require that both doors be opened to access the center or all across bins. The double freezer drawers do eliminate the dark caverns found in most deep drawer freezers. The only criticism I have is that while the ice dispenser is well lighted, there is no light above the water dispenser so overfilling the cup is very likely when relying on the refrigerator lighting alone at night. With the freezer in two drawers at the bottom, the most used items in the refrigerator are at the right height to see everything. The door in door allows easy access to the most used items without letting all the cold out of the refrigerator. Ideally I'll waste less food because of the great visibility. The ice maker makes fast ice and with additional storage in the top drawer of the freezer, there is ample ice available. I was worried that there wasn't enough space, but there is plenty of room for all our most used things. The other door space is limited but again, enough for what you really need. And the rest of the fridge is huge!! Plenty of room. the ice maker works great. The freezer section has three drawers, and is huge also, easy to organize your food and easy to find everything. There is ample space for everything, and I really enjoy the multiple storage bins for fruits, veggies and food trays. The height is perfect and the LED lighting is bright and looks really cool. However, there are two things that irk me! (1) it's loud. The compressor or filtration system is always running it seems and sometimes it's quite annoying. It turns off when you open the door and back on when shut it. I could do without this. (2) you keep milk and such in the door-in-door and it doesn't get quite as cold as the liquids you keep in the main refrigerator. I like my milk ice cold so this was a bit of a bummer.
