Well it is a ceramic element covered in a coil of wire which current is passed through causing wire to get hot and a fan that blows over it. I bought and reviewed this product and don't know the answer for sure to your question, but thought I would answer since I have the heater and you mention fumes which I forgot to mention in my review. Well it is a ceramic element covered in a coil of wire which current is passed through causing wire to get hot and a fan that blows over it. I bought and reviewed this product and don't know the answer for sure to your question, but thought I would answer since I have the heater and you mention fumes which I forgot to mention in my review. When this heater was brand new it absolutely smelled like electrical/burning plastic for about 2 hours. I think new elements and other parts are probably coated with something to prevent cosmetic or corrosion problems, but its like a brand new car it smells bad for a while. I wasn't concerned though as I new it would go away. If you buy this heater I bet your parrot will be fine as my heater absolutely does not smell at all now. But if you buy it, literally set it outside for a few hours and let those chemicals burn off before you bring it inside. I think for a room with a pet I would be considering a heater without a fan like those free standing oil filled tubular heaters. Those are silent, and are usually made of metal which a parrot would appreciate. Read Less

Warms the furniture - so nice to sit on a warm sofa or DR chair Cons: Eco setting shuts the unit off for 10 seconds then back on again (literally), cord could be longer (1 or 2 feet) since it shouldn't be plugged into an extension cord, doesn't look very good in my LR/DR. Rated 4.0 out of 5.0 by Reviewof Laska 1500 heater We have used this heater for 2 months. The outside does not get hot to the touch anywhere so its good for the kids bedroom. It has a tip-over safety switch that works. It isn't excessively noisy. I like that the heating element turns off (you can see the red glow inside) and the fan stays running for another minute to use that heat. Other heaters turn the blower off and the heating element off at same time which is wasteful. I gave it 4 stars because of the green eco feature--it is of no use for us. When eco button is pressed, and a temperature is selected the heater will cycle on and off within 3 degrees of fluctuation I believe. What ends up happening is the heater turns on for 2 minutes until temp is reached, then off for 2 minutes until its 3 degrees colder, then back on, off, on, off, it is very annoying. Without the eco button pressed, I believe the heater allows 5 degrees of fluctuation between on/off cycles which is perfect--the room stays at say average of 73 degrees, and the heater does not cycle on/off repeatedly excessively. Turns on at 70, off at 75. Works good, I don't know what the designers were thinking with eco feature. How does that even save energy I wonder? But, we simply don't use that feature and its fine. We use it in a small bedroom which is about 100 square feet. It is a very good fan assist type heater that I would by again assuming it has a long life which we will see. Eco feature must be for a condition where outside temp is only 5 degrees different than inside temp. Currently my outside temp is in the 30's. November 10, 2015
Rated 5.0 out of 5.0 by This is the one to buy Over the years I have purchased many room heaters. All have been 1500 watts, but not all of them put out the same amount of heat. Thats's because some companies exaggerate the wattage of their heater. Out of all the heaters that I have purchased, this heater is by far the best heater that I have purchased so far. It is a true 1500 watts and it cranks out the heat minutes after you turn it on. If I ever need to buy an additional heater I won't even look at any others, I'll just buy another one of these heaters. It's well made, quiet, and does exactly what it's supposed to do. Rated 5.0 out of 5.0 by Safe and Warm I bought this heater last Christmas and I wasn't sure if paying a higher price for infrared was worth it, but it was if you can! I put it in our baby's room, so that while he sleeps at night we can still save money and keep the temperature down at night. It heats the room nicely and evenly, just don't use the "hi" feature in a small room, because all though it does turn off after a while the temperature is more like 80 degrees. A big reason why I also bought the heater was because of the "cool to touch" feature. My son, who is now a toddler, can crawl all over it while on and there is no fear of him getting burned. I would definitely recommend this heater! December 26, 2012
