Answer: 
Yes, I used this stuff to seal my swamp cooler and only let it cure two hours before filling it back up. It's supposed to work on wet or dry surfaces.

I wouldn't recommend it since on the side of the can it has warnings about cancer causing agents.

This has a 240 minute drying time. It can be painted over.

Rated 1.0 out of 5.0 by Worst product ever I had a few composite shingles that weren't keeping water out. I was told by Home Depot that it would easily spread with a trowel and that I could spread it on top of the shingles as an emergency patch instead of using a tarp. WRONG! It was thick as cold peanut butter and was like trying to spread taffy. I even warmed the can up next to my fireplace so it would spread easier...still didn't work. It also says right on the front of the can that it can be applied to wet or dry surfaces. WRONG AGAIN! It only stuck to the trowel, but would not stick to my barely damp roof...just pulled up like a big, black, sheet of rubber every time I touched it with my trowel. So I just literally rolled it up and stuck it back in the can...that part was easy to do since it wasn't sticking at all the my composite shingles. Like a giant piece of silly putty... In short, it was a big messy, effing nightmare. I'm bringing the can back to the store tomorrow. Don't buy this product. December 6, 2015
Rated 5.0 out of 5.0 by Works like it should-from Christine in Florida With great frustration, I've been chasing a roof leak for 6 months. After a hard rain, a small drip would occur where my screen patio roof meets the chimney wall(dripping behind it). So I bought Leak Stopper and applied it to the narrow section where the chimney wall and shingled house roof meet. That didn't solve the problem so I coated the shingles 1 foot out from my previous work. I also covered the shingles around the cricket where the waters runs down. Doing this fixed it. I also used reinforcing fabric strips sandwiched between the layers of the roof patch. I used paint brushes from the dollar store and free wooden paint stirrers from Home Depot to get the product out of the can and apply to area. This product is very gooey and messy so make sure you wear protective gloves otherwise you'll be scrubbing your hands in the sink longer than you'd like. Goop hand cleaner helps. August 14, 2012
Rated 4.0 out of 5.0 by Works Well I used leak stopper to patch multiple leaks in my rental property. It works well, although I had to go back up and repatch a couple of spots. No more leaks though. I applied it with a trowell and my only complaint is that it gets messy. Wear gloves and old clothes and have some mineral spirits, etc handy to clean yourself up. Great product! Saved me a ton of money in repairs. August 20, 2010
