Bulb color is expressed in degrees Kelvin, Lower colors are warmer, higher colors are cooler, Typical incandescents you have around your home are about 2,800K. Halogen bulbs are around 3,500K. As for a 4,000K color temperature, it's approaching a cool white commercial fluorescent bulb.

Answer: 
Soft white is typically 2700k and bright white can be 5000+.
I find for garages and sheds 5000-6500 is good.
For living spaces, I am not so keen on the 5000+ lights, but that is more likely because I am used to soft white. I find it easier on the eyes, where in the garage I want that brighter feel.

4000K is the color temperature. This fixture uses 24 input watts, compared to 40W for T12 and 32W for T8. This fixture is 40% more energy efficient than T12 fluorescent. Thanks for your question.

LEDs are great in the cold... but you do realize that this is an indoor-only fixture? So it would be fine in an unheated garage, but couldn't be used in a carport.

Shouldn't be a problem.
Just bought this and haven't used it in cold weather, but in 60-70 weather it turns on almost instantly at full brightness.

Yes. LED lamps are not affected by cold like fluorescent bulbs can be.

It needs to be hard wired.
It has several 1/2" knockouts that you can put a fitting for romex in.
You could buy a power cord or use an old computer power cord and make it into a plug-in lamp.

Rated 5.0 out of 5.0 by Easy Install, Huge Savings Perfect light. Better than the double-bulb T8 4' fixtures I replaced. NEVER will I waste $3-5 per replacement tube bulb again!!! I used to go through so many tubes buying a 10-pack each time.. NEVER AGAIN thanks to LED!!! I have two tips on install: 1) Easier handling/mounting: use two rubber bands, one on each end to hold the lamp next to housing. Remove the bands once you are done with mounting screws/wires, then just snap the lamp into place. 2) Use a 1/2"-1" washer with the mounting screws. Probably overkill, but I also used my own beefier 1" pan head screws to mount these. August 2, 2016

I hesitated to buy it at first because the light bar looked too thin, but it gives off better light than the two fluorescent bars that were there before. All in one so easy to install.
